Shapiro: Immigration reform unlikely soon

As landslide numbers go, they were far more lopsided than Lyndon Johnson?s evisceration of Barry Goldwater in 1964, Richard Nixon?s all-but-Massachusetts 1972 humiliation of George McGovern and Ronald Reagan?s 49-state morning-in-America sweep of Walter Mondale in 1984. In numbers that should be etched on the iPhone cases of every political reporter in the land, Barack Obama obliterated Mitt Romney by a 71-to-27-percent margin among Latino voters, according to the national exit polls.

The nascent Republican attempts at re-branding in the wake of Obama?s re-election have emphasized immigration reform as a promising way to allow Republicans to again become competitive in attracting the Latino vote. This was the original vision of George W. Bush and Karl Rove?and it is a far cry from the dreams of ?self-deportation? that shaped Romney?s hard-edged immigration stance. House Speaker John Boehner, in an ABC interview immediately after the election, suggested that when it comes to immigration, ?a comprehensive approach is long overdue.?

While other prominent Republicans have made similar comments, Boehner?s remarks seem particularly significant since the Republican-led House has long been the impassible fence blocking comprehensive immigration reform. That dates back nearly a decade to a bipartisan deal crafted by Ted Kennedy and John McCain that offered illegal immigrants a path to citizenship (at the top of the Democratic priority list) combined with? expanded guest worker programs (demanded by business groups and their Republican backers). This was a classic old-style Washington compromise in which both parties had to give in order to get. And after easily passing the Senate with the support of the Bush administration, it died in 2006 in the House.

For four years, the Obama administration said almost all the right things about supporting immigration reform, while doing virtually nothing about the issue in Congress, even when the Democrats controlled the House under Nancy Pelosi. Obama?s dramatic move last June to defer deportation proceedings against illegal immigrants who were brought to the United States as children represented a belated effort by the president to offer Latino voters something more than rhetoric. It worked as a political stopgap measure, but it was never designed as more than a temporary expedient.

Now the stars seem aligned for immigration to take center stage in Washington next spring. But, in reality, how bright are the once-a-decade prospects for reform? Before anyone envisions a Rose Garden signing ceremony leading to a path to citizenship for the roughly 12 million people in America illegally, it is worth stressing all the ways that bipartisanship can go awry in Washington. Especially on a set of issues as contentious and emotionally loaded as immigration.?

The Piecework Problem: The lame-duck Republican House is poised to vote Friday to expand by 50,000 the number of work visas available to foreign students who obtain advanced degrees from American universities. The bill?which is hard to oppose in principle unless you are an ardent supporter of Chinese technological breakthroughs?is the sort of mischievous legislation that personifies Washington sleight-of-hand.

The proposal would scrap the so-called ?green-card lottery? under which 50,000 lower-skilled workers are admitted to the country every year. The legislation, which is opposed by the Obama White House, would also cherry-pick one of the most popular aspects of immigration reform (high-tech visas) and thereby eliminate the need for many business groups to support comprehensive reform.

The Dream Act, embraced by the Obama administration, represents the other side of the coin. It would take the most emotionally appealing illegal immigrants (those brought to the country as children) and give them their own path to citizenship. Those eligible for the Dream Act make for compelling TV ads because many of them do not remember their home countries and cannot be blamed for illegal border crossings by their parents. But if you take the most likable 1.5 million illegal immigrants out of the equation, it will make it that much harder to pass legislation to regularize the status of the other 10 million people here without valid papers.

Sometimes in governing, incremental steps like the Dream Act are preferable to continued inaction based on dreaming about the impossible. But the challenge for those who favor comprehensive immigration reform is to decide whether clinging to an unwieldy Grand Bargain (a path to citizenship for all in exchange for expanded guest worker programs) is pragmatic or a sign of unrealistic stubbornness.

The Self-Interest Problem: House Republicans probably worry far more about a 2014 primary challenge on their own right flank than they do about the party winning the White House in 2016. So all the talk about the Republican Party recasting itself to appeal to Latino voters runs up against that very personal Capitol Hill question: ?What about my reelection campaign??

The gap between national parties and the parochial concerns of individual legislators is as old as the republic. But political polarization and the proliferation of one-party congressional districts make things far more acute. That is why the number of Republican volunteers?particularly in the House?willing to take personal political risks to help the party deal with its problems with Hispanic voters is probably limited.

Also (and, yes, this is hard to remember) not everything on Capitol Hill is entirely cynical. Many conservative Republicans were being sincere, and not just playing to their party?s base, when they said things like: ?We must never reward illegal behavior. I will never support amnesty for illegal immigrants.? If many Republicans have to reverse their unswerving opposition to higher taxes to deal with the ?fiscal cliff,? they are unlikely to be eager to also do a 180-degree turn on immigration reform.

The Magic Bullet Problem: The lopsided exit poll numbers may soon fade from Republican memory or be cubby-holed under the heading, ?Mitt Romney?s Problems.? It is always easy for a political party to decide that the next election will be different and that their problems with the voters are exaggerated. In the 1980s, the Democrats lost three stinging presidential elections in a row before they made more than token efforts to recast the party.?

That explains why the solution for many Republicans is a 2016 nominee who reflects the American melting pot rather than the look of 1950s American sitcoms. From Marco Rubio (Cuban-American) to Bobby Jindal (Indian-American) to Condoleezza Rice (African-American), it is easy for conservatives to believe that a hyphenated-American candidate is all that the GOP needs to right itself with minority voters.

Whether that theory proves correct or not, probably enough Republicans believe it to undermine efforts to forge a bipartisan consensus on immigration reform. If, say, Marco Rubio is going to save the party in 2016, why cast difficult votes in 2013?

Immigration reform is maddeningly complex, and real lives are at stake with the wording of each legislative sentence. This one is about people. Real people. The people who may be cooking your food and caring for your grandmother. And that is why I wish that I could muster more optimism that the election has finally created a bipartisan coalition capable of passing immigration reform.

Trade body urges Britain to leave pension tax alone

LONDON (Reuters) - Britain's government should not reduce the amount workers can pay tax-free into their pension because it would deter future generations from saving for their retirement, a UK pension trade body said on Saturday.

The National Association of Pension Funds (NAPF) has warned British finance minister George Osborne to leave pension tax alone ahead of his Autumn Statement next week, which outlines the government's plans for the economy.

Osborne is struggling to reduce the government's deficit amid sluggish growth and may reveal plans to raid the pension contributions of richer Britons in his address on December 5.

Workers can currently pay up to 50,000 pounds a year into their pension pots before it is taxed, but the NAPF believes the government wants to cut this back to 30,000 pounds a year.

The UK government slashed this annual allowance from 255,000 pounds to 50,000 pounds in April 2011.

"If the Chancellor (of the Exchequer) goes ahead, it's not just the rich who will be affected, but also middle earners," Joanne Segars, NAPF chief executive said in a statement.

The UK government has already increased the minimum retirement age and reduced benefits for new workers in a bid to ease the pressure on its finances.

Currently, millions of workers will be forced to work beyond retirement or increase the amount they are saving, the NAPF said on Thursday.

The government is considering a new type of pension scheme to encourage more people to save for retirement.

Meanwhile, the NAPF wants the government to make allowances for UK pension funds to help alleviate the impact on their coffers from repeated rounds of quantitative easing (QE) from the Bank of England.

Over the last three years, 375 billion pounds of QE has contributed to a sharp drop in the yield on British government gilts - a staple investment for pension funds - increasing workplace pension deficits by 90 billion pounds, the NAPF said.

The NAPF also wants the government to tweak mandates to allow pensions funds to invest in infrastructure more frequently, and to issue more long-dated and indexed-linked gilts to help pension funds reduce their deficits.

A modified form of the vitamin D receptor present in some individuals may lower their risk for developing osteoporosis, according to an article in Genetic Testing and Molecular Biomarkers, a peer-reviewed journal from Mary Ann Liebert, Inc., publishers. To act on cells in the body, vitamin D binds to a specific receptor on the surface of cells. A variation in the gene for the vitamin D receptor (called the Bsm I polymorphism) may change this interaction. In the article, "Vitamin D Receptor BSM I Polymorphism and Osteoporosis Risk: A Meta-Analysis from 26 Studies," authors Fu Jia and colleagues, Kunming Medical University and Yunnan University of Chinese Traditional Medicine, Yunnan, People's Republic of China, report that people with this genetic variation appear to have a significantly decreased risk of developing osteoporosis.

"This meta-analysis provides a pathway to help determine the likelihood that a person may develop osteoporosis and is a good example for the potential application of genetics to clinical medicine," says Kenneth I. Berns, MD, PhD, Editor-in-Chief of Genetic Testing and Molecular Biomarkers, and Director of the University of Florida's Genetics Institute, College of Medicine, Gainesville, FL.

Putin's Russia not ready to shift on Syria

MOSCOW (Reuters) - Russia seems to be positioning itself for the day Bashar al-Assad may lose power, but nothing in recent statements shows President Vladimir Putin is shifting to join Western rivals in backing the rebels in Syria's civil war.

As Syria's new opposition coalition consolidates, Russia has stepped up efforts to tell the world it is not on President Assad's side, despite its blocking Western and Arab efforts to provide U.N. support for the rebel forces trying to topple him.

Putin's special Middle East envoy met quietly with members of the opposition coalition last week, and diplomacy on Syria was the focus of two trips Foreign Minister Sergei Lavrov has made to the region in November - neither of them to Damascus.

Lavrov said on Wednesday "there can be no talk of Russia getting drawn into the armed conflict" in Syria - a pat message but also a reminder of the limits of Russian support for Assad, who has given Moscow its firmest foothold in the Middle East.

In Paris on Tuesday, Prime Minister Dmitry Medvedev repeated a statement Putin delivered as long ago as March - that Russia has no "special relationship" with Syria - and said Assad and his foes "bear equal responsibility for what is going on".

Moscow has often suggested the rebels bear more blame for 20 months of violence, which has killed more than 40,000 people since Assad's government began a crackdown on protests in March 2011. It has accused Western nations of encouraging them.

But analysts said any new emphasis heard in Medvedev's remarks, notably on Assad sharing equal blame, should be ascribed to a difference in style between him and Putin - it was not a sign of a substantive change in Moscow's stance.

Russia has been verbally distancing itself from Assad for months, part of an effort to cast itself as a neutral player with an interest in peace alone; a Western diplomat called Russian meetings with the opposition "contingency planning".

A Russian diplomatic source suggested the meeting by the Kremlin envoy, Deputy Foreign Minister Mikhail Bogdanov, with opposition members last week brought no deviation from Moscow's policy; Russia is telling all opposition groups there is no way to resolve the situation other than by dialogue with Assad's government, the source said. All meetings are in line with Russia's long-standing principle of talking to both sides.

"It would take a really major development, a real game-changer in Syria, to make Russia change - something like the fall of Assad or a clear signal that that is looming," another Western diplomatic source said.

The Kremlin is not convinced that is the case, said Fyodor Lukyanov, editor of the journal Russia in Global Affairs.

PUTIN'S POSITION

"Russia's position stays the same; it is the situation that changes. Russia's position at times looks like a losing one and then suddenly it seems like supporting Assad further is not a mistake, because Assad is not a doomed president," Lukyanov said. "There are no grounds for Russia to change its approach now."

The reasons for that have as much to do with Putin's global manoeuvring as with Assad's prospects for political survival.

Russia has practical motives to hold onto the hope that Assad could stay in power.

One of Moscow's strongest footholds in the Middle East since the Soviet era, Syria has been a major client for Russian arms sales and hosts a naval maintenance and supply facility that is Russia's only military base outside the former Soviet Union.

Perhaps more important to Putin, who started a new six-year term in May after the biggest opposition protests since his first election in 2000, is the image of a strong leader standing up to the West and opposing U.S.-led intervention abroad.

"The position on Syria is very stable because it comes from (Putin's) perception of how things should be: that one must not interfere and support one of the sides," Lukyanov said. "The Libyan precedent must not be repeated."

Russia has adamantly warned the West it would not allow a repeat in Syria of last year's events in Libya, where NATO military intervention helped rebels to topple Muammar Gaddafi.

Moscow had let the NATO air operation go ahead by abstaining in the U.N. vote that authorized it. But it then accused the alliance of overstepping its mandate to protect civilians in an American-led drive for regime change - anathema to the Kremlin, which is aware of Western sympathies for the Russian opposition.

Putin's attention to his image at home also helps shape Russia's policy on Syria, reinforcing his need to look resolute and avoid appearing to change its position.

Putin was voted in to a third presidential term after a campaign in which he accused the United States of encouraging opposition protests and said Western states were seeking to influence Russia's elections.

"Russian foreign policy is in many ways is driven by domestic issues," a Western diplomatic source said.

"It may not be a dominating factor in this case, but with all this anti-Western rhetoric now flourishing at home, how can they suddenly change on such a theme and ally with the West out of the blue?"

Seattle Seahawks cornerbacks Richard Sherman and Brandon Browner continue to deny that they have ever taken performance-enhancing substances despite facing four-game suspensions for testing positive.

According to Mike Garafolo of the USA Today, Sherman is saying that he unknowingly ingested Adderall prescribed to a teammate according to a person familiar with Sherman?s explanation. Sherman?s agent, Kevin Poston, would not speak on the specifics of the case but when presented with the scenario described Poston said, ?What appears is not always the case. Hopefully, when the facts come out, justice will prevail.?

Ian Rapoport of the NFL Network also reported the scenario described by Garafolo.

Sherman, however, is completely denying that?s what took place. In a series of texts Monday night, Sherman disputed the accounts being reported by the USA Today and NFL Network.

?It?s totally false,? Sherman said. ?It will be resolved in time and I have never taken anything.?

Sherman has denied ever taking Adderall since the suspensions were first reported on Sunday.

Browner?s agent, Peter Schaffer, also denied the claims against him client.

?I can tell you that Brandon Browner has no knowledge of how any illegal substance could have gotten into his system,? Schaffer said. ??He takes tremendous care of his body and he is very careful with what he puts into it. We?re exploring all avenues to try and figure out how any substance out of the ordinary would be in his system.?

Per Garafolo, Browner is already in the league?s substance-abuse program following an undisclosed incident while playing for the Denver Broncos in 2005. Jason La Canfora of CBSSports.com was on Sports Radio KJR in Seattle Monday morning and relayed Browner?s denial of taking any performance-enhancing substance knowing how frequently he is tested due to being in the substance-abuse program.

?[Browner]?s someone who?s tested regularly; up to three times a week,? La Canfora said. ?So he?s told people, ?look, I knew what I was up against. I don?t even drink a beer because I?m so wary of having a positive for anything.? So he?s been adamant that ?I?m not on anything. I?ve gone out of my way not to put any sort of substance, supplement, or anything other than what you would normally eat and drink.??

Schaffer said they received notice from the league about the positive tests last week. He said normally hearings for these matters are usually scheduled within 20 days of the notice being sent but circumstances could require it to take longer. Schaffer said he wasn?t sure how long it would take for this particular hearing to come about.

?It?s too early to tell what we?re going to need, what witnesses and evidence and experts are going to be required so there is no way to even guess at this point,? he said.

Until those appeals are resolved, both Browner and Sherman are eligible to play for the Seahawks. Head coach Pete Carroll said Monday that he fully expects to have them available for this Sunday?s game against the Chicago Bears.
