How to meet the world's growing appetite for sustainable food production and how to create novel medical devices to improve healthcare are two of the biggest research priorities of the 21st century.

And now leading researchers from The University of Nottingham will play a larger part in tackling them, thanks to a multi-million pound grant for innovative manufacturing announced today by the government.

A new Centre for Innovative Manufacturing in Food will be led by the University's School of Biosciences with funding worth 4.5 million from the Engineering and Physical Sciences Research Council (EPSRC). The University will also be involved in a new Centre for Innovative Manufacturing in Medical Devices, with another EPSRC grant of 5.7 million for the pioneering healthcare technology of the future.

The Centres are two of four announced today by the EPSRC in a 21 million drive to develop new ways of manufacturing in the fields of electronics, lasers in production processes, medical technology and food production. It is part of a 45 million package of investments in manufacturing research announced today by David Willetts, Minister for Universities and Science.

The ultimate aim of the new EPSRC Centre for Innovative Manufacturing in Food is to ensure the long-term competitiveness and security of the UK and global food supply chain.

Leading the centre, Dr Tim Foster from the University's Division of Food Sciences, said: "Our vision is to meet the future scientific and technological requirements of the food industry from post-farm gate to supermarket shelf. To do this we need to develop world-leading technologies, tools and processes tailored to the specific needs of individual food products. Food and Drink is the biggest manufacturing sector in the UK and with an expected rapid growth in 'better value' and healthier products, particularly for the ageing population, we need to innovate to increase productivity to produce more from less while preserving natural resources like water and energy and minimise waste generation."

The University of Nottingham's Engineering Faculty was also successful in a joint bid, with Leeds, Newcastle, Bradford and Sheffield with strong support from industry, for an EPSRC Centre for Innovative Manufacturing in Medical Devices.

Professor of Materials Science and Head of Advanced Materials Research Group, David Grant, said: "The EPSRC Centre in Innovative Manufacturing in Medical Devices will research and develop advanced methods for functionally stratified design and near patient manufacturing, to enable cost effective matching of device function to the patient needs and surgical environment. The idea is to deliver the right product, by the right process to the right patient at the right time to an enhanced standard of reliability and performance.

"These innovative design and manufacturing advances will focus in the first instance on class 3 medical devices for musculoskeletal disease, where the cost of device failure and need for throughout life reliability are high. My colleagues and I are looking forward to meeting this manufacturing challenge through our expertise in novel materials and processing, imaging and modelling, and collaborating with our colleagues in the consortium in the next generation manufacturing of medical devices."

Speaking ahead of the BIS Manufacturing Summit on Thursday, Mr Willetts said: "The UK has a proud history of manufacturing but to build on this success industry needs access to the very latest science and technology. This 45 million package of investment will see our world-class research base investigating innovative new manufacturing equipment and techniques. This will support our industrial strategy in a range of important sectors, driving growth and keeping the UK ahead in the global race."

EPSRC's Chief Executive Professor David Delpy said: "EPSRC Centres of Innovative Manufacturing are building on previous investments we have made in the research base and combining academic innovation with industry knowledge. These new centres are in areas that are strategically important to the UK and the work there will push boundaries and drive growth."

Sony Mobile has 'an ambition' to launch Firefox OS device in 2014

Despite what your feelings may be about Firefox OS, various OEMs and carriers are clearly content with having more options to explore. The latest outfit appears to be Sony's Mobile entity, which, earlier today, announced it had reached a multi-year deal with Telefónica that will "explore the development" of a device running Mozilla's novel operating system. What's more, Deputy Chief Executive Officer and Head of Products Business Group, Bob Ishida, says Sony Mobile engineers are already working on a project with the new mobile OS on the block, adding that the eventual goal is to "bring a product to market in 2014." Now, whether we'll see higher-end slabs than some of the ones we've experienced thus far, well, dear readers, that remains to be seen.

U.S. gives banking green light to Myanmar tycoons

YANGON (Reuters) - Two banks owned by tycoons associated with Myanmar's former military regime will start to do business with U.S. companies and investors in the latest reward for the Southeast Asian country's rapid political transformation.

The U.S. Treasury Department said on Friday it would issue a general licence for four of Myanmar's biggest banks -- Myanma Economic Bank, Myanma Investment and Commercial Bank, Asia Green Development Bank and Ayeyarwady Bank -- allowing U.S. companies and citizens to deal with them.

The easing of sanctions on Asia Green Development Bank and Ayeyarwady Bank underlines how politically connected capitalists of the old regime -- whom the United States once castigated -- are re-inventing themselves and retaining a strong foothold as foreign investors race to enter Myanmar.

It helps remove uncertainty among U.S. companies over lingering restrictions on their dealings in Myanmar and is expected to increase the domestic reach of U.S. credit card firms Visa Inc and MasterCard Inc.

The decision was announced ahead of a visit to Myanmar by 50 U.S. executives on Monday to explore opportunities in the resource-rich nation, the latest sign of burgeoning foreign corporate interest in the country of 60 million.

"This announcement will undoubtedly help the further development of the market," Antonio Corro, MasterCard's chief representative for IndoChina, said in a statement. "We expect that Myanmar's tourism sector will continue to grow rapidly and so building card acceptance is key."

Washington eased sanctions last July to allow U.S. companies to invest in and provide financial services to Myanmar, dropping restrictions on dealing with most Myanmar banks.

Sean Turnell, an expert on Myanmar's economy at Australia's Macquarie University, said the latest move was significant because it would normalize the flow of international funds in and out of Myanmar. But he said the inclusion of formerly blacklisted Ayeyarwady Bank and Asia Green Development Bank was a surprise given previous U.S. assurances that they "still had their eye on the worst offenders of the past regime".

"One of the great anxieties is over the cronyisation of the economy -- the fear it will be a fleeting summer and become like Russia," Turnell said.

"REGIME CRONY"

Ayeyarwady Bank is owned by Zaw Zaw, who was previously described by the U.S. Treasury as "a regime crony" and blacklisted under targeted U.S. sanctions four years ago.

The tycoon, whose holdings range from timber and gems to luxury resorts and who benefited handsomely from state privatizations three years ago, told Reuters last year his dream was to build Ayeyarwady into an international brand.

Asia Green Development Bank is controlled by Tay Za, Myanmar's best-known tycoon. He was previously sanctioned by the U.S. Treasury as a "notorious henchman and arms dealer".

U.S. firms will still be barred from forming joint ventures with the banks. The other two banks granted a general licence on Friday are controlled by the government.

"It is now time for Myanmar and the U.S. to take the relationship to the next level," Tami Overby, vice president for Asia at the U.S. Chamber of Commerce, told a meeting of U.S. and Myanmar business officials in Yangon.

Western countries have suspended most sanctions in recognition of Myanmar's dramatic political and economic opening since the new government took power in March 2011.

Critics say they risk moving too fast, pointing to evidence of human rights abuses in recent months against Myanmar's Rohingya Muslim minority group and ethnic Kachin rebels engaged in a conflict with the military.

MetLife, Cargill, Fedex, Chevron, General Motors, General Electric, Target, Honeywell and eBay are among the roughly two dozen U.S. companies visiting Myanmar this week.

Visa and MasterCard have already entered the country, partnering with several banks and gaining access to a nascent ATM network, but only a handful of merchants currently accept payment by card. A central bank official who asked not to be identified told Reuters that only six out of 19 private Myanmar banks can handle MasterCard and Visa cards at the moment.

"I am sure the recent easing of sanctions will enable the remaining banks to use these cards in the very near future," the official said.

Visa, which marked its first point-of-sale transaction in Myanmar last month at a Yangon restaurant, said in a statement to Reuters that decisions to apply for a Visa licence were "up to individual banks."

From the Editor's Desk: Welcome to Barcelona

We're back, once again, for Mobile World Congress in Barcelona, Spain. This is my fourth year here. And like previous years, this one appears poised to present its own challenges as well as opportunities to showcase new tech.

Android Central at Mobile World Congress

On one had it's easy to look at the schedule, what we know is coming -- and what we think we know is coming -- and shrug it off. HTC, usually the highlight (or at least one of them) at MWC, has already announced its flagship for 2013 in the HTC One. Samsung's not expected to do the Galaxy S4 for a few more weeks, though it did already drop the Galaxy Note 8.0 on us. (And it did so on a day usually reserved for travel and/or accidentally leaking devices on the sides of buildings.)

So what's left to look forward to? LG's going to roll out a slew of new devices. ASUS always brings something interesting. And I'm curious to see where things stand with Mozilla and its Firefox OS, which we've played with before. Ubuntu may get the nerd credit, but it's Mozilla that's set to have the first dedicated hardware. It's not Android, specifically, but it's set to take on Android in emerging markets. So my interest is piqued.

Plus, Mobile World Congress moved to a new venue this year. I'll sorely miss the view of the Fira de Barcelona, with the towers at the entrance and the castle looking down from the hill. But the Gran Fira (just a train change and another stop down the road) promises better logistics, we're told, and is a much newer, more modern venue. So we'll see if that makes up for whatever majesty is lost.

And the food. Oh, the food and wine in Barcelona. If you can ever get the chance to come here and gorge on tapas for a few nights, I highly recommend it.

UK downgrade pressures reluctant Osborne to change course

LONDON (Reuters) - Britain's finance minister insisted on Saturday he would not change course after the loss of the country's 'AAA' credit rating but George Osborne is facing pressure to do just that as his bet on austerity falters ahead of the 2015 election.

Moody's dealt Britain its first sovereign rating downgrade on Friday, saying the $2.5 trillion economy faced years more sluggish growth and debt would continue to rise until 2016.

Economically the one-notch cut will have limited importance -- most of Europe, Japan and the United States have already suffered the same fate and Britain continues to borrow at historically low rates.

But politically it is toxic for Osborne who has repeatedly vowed to protect the top credit rating since the 2010 election campaign. The downgrade exposes him to opponents who say his failure to deliver economic growth is driving Prime Minister David Cameron towards electoral defeat.

Osborne said on Saturday the move by Moody's showed he was right to focus on restoring Britain to fiscal health, arguing that only by doing that will the conditions for growth be restored.

"I am absolutely determined to make sure we deal with our problems, to make sure that Britain stays the course, to make sure that it doesn't take from this credit rating the wrong message which is we should go and borrow a lot more," the 41-year-old Chancellor of the Exchequer said.

"I'm absolutely clear we're not going to do that."

For investors, the downgrade underscores Britain's predicament: a debt-ridden, stagnating economy which has kept bond yields low in large part thanks to the Bank of England becoming the world's biggest investor in UK government debt by buying it with newly printed money.

"Osborne no longer has any place to hide or anyone to blame," said David Blanchflower, who served on the Bank of England's interest rate setting committee from 2006 to 2009.

He said the minister should "stand up, be a man and accept responsibility for the worst recovery in 100 years" and, in a message on Twitter, suggested a swift cut to value-added tax, a labor tax holiday for workers under 25 and incentives for investment and hiring to kick start growth.

Osborne can take comfort from Moody's confidence that his austerity plan would eventually "reverse the UK's debt trajectory".

A Treasury official noted Moody's had given the UK's credit rating a stable outlook, meaning little chance of a further downgrade in the next 12-18 months. When the United States and France were downgraded, their outlooks remained negative.

But whether growth will return forcefully long enough before the 2015 election to allow voters to appreciate it is now highly uncertain.

Sterling fell by almost a cent to around $1.5160 after the downgrade, just off Thursday's fresh 2-1/2-year low. Analysts said they expected it to fall further on Monday.

Some of the Conservatives' Liberal Democrat coalition partners questioned the political judgment of attaching so much importance to Britain's AAA rating.

"This is a self-inflicted injury for George Osborne," said Matthew Oakeshott, a former Liberal Democrat Treasury spokesman. "To be fair, he was very green in 2009 ... He foolishly erected triple-A status as a virility symbol."

"BLEEDING THE PATIENT"

Cameron, who led his Conservative Party back to office as part of a coalition government after 13 years out of power, risks another year of stagnation and giving his opponents and open goal to aim at.

The Labor Party - which left the biggest peacetime deficit when it lost the 2010 election - called for Osborne's head.

"The medicine is not working so the Chancellor says increase the dose - that's crazy economics. It is like an 18th-century doctor bleeding a patient as they get sicker and sicker," said Ed Balls, the party's main spokesman on finance issues.

But people close to Britain's most powerful two politicians say they are completely aligned. Osborne led Cameron's bid for leadership of the Conservatives and ran the 2010 election campaign. There is little or no chance of him being sacrificed or being forced into a humiliating policy U-turn which would wreck his career.

"Osborne has lots of critics, both inside and outside the party, who are now going to be emboldened by this, but there is no coherent alternative," said Tim Montgomerie, editor of the influential ConservativeHome website.

Though Labor is about 10 percentage points ahead of Conservative Party in polls, surveys show voters trust Cameron and Osborne more than Labor's leader Ed Miliband.

TIME FOR A TWEAK?

Osborne originally gambled that by slashing spending, growth rates of between 2 and 3 percent would kick in from 2013.

But with Britain's banks still recovering from the financial crisis and many of its main trading partners in Europe stuck in recession, his debt targets will be missed. His room for more spending is limited as he tries to avoid pushing up yields on Britain's 1.29 trillion pounds ($1.97 trillion) of debt.

With government spending so restricted, many investors' hopes lie with the Bank of England. Its governor, Mervyn King, this month voted to restart government-bond buying. Although in the minority, his change of heart suggested the bank may be closer than expected to pursuing more stimulus.

If Osborne slows his debt reduction plans, he could upset bond investors and throw his deficit targets further off course.

"We should stick to the plan," said Kwasi Kwarteng, a Conservative lawmaker. "The prime minister would not want to be seen to be panicking, and he's committed to keeping George Osborne where he is."

"But we do also need to look at growth," said Kwarteng, who suggested cutting corporation tax and red tape.

Business lobby the Confederation of British Industry has called for more investment on infrastructure and housing to be funded by more cuts in day-to-day spending. It also expects the government to guarantee more private-sector projects.

Osborne has a chance in his annual budget next month to deliver such tweaks to policy. ($1 = 0.6551 British pounds)

(AP) ? U.S. Secretary of State John Kerry has kicked off his first official overseas trip by meeting with British leaders in London on the first leg of a hectic nine-day dash through Europe and the Middle East.

Kerry's maiden diplomatic meeting abroad was on Monday with British Prime Minister David Cameron for talks expected to focus on the crisis in Syria and Iran's nuclear program. Later, he will see Foreign Secretary William Hague before flying to Germany for meetings in Berlin.

Kerry arrived on London late Sunday as the Obama administration launched a frantic effort to try to salvage a Syrian opposition conference that Kerry plans to attend this week in Rome. Some members of the sharply divided Syrian Opposition Council are threatening to boycott the meeting.

GOP Opposition To Hagel: Personal And Business

The fierce Republican opposition to President Obama's nomination of Chuck Hagel to be defense secretary is personal and business.

The nasty fight long has been seen as a proxy for the never-ending scuffles between Obama and congressional Republicans. Barring any surprises, the drawn-out battle over the former Nebraska senator's nomination probably will end this coming week with his Senate confirmation. Still, his fellow Republicans have roughed him up. A vote is expected on Tuesday.

Senate Republicans also see Hagel as a political heretic for countering President George W. Bush on Iraq and backing a Democrat in last year's Nebraska Senate race.

The business is getting Republicans incumbents re-elected next year. Challenging Obama's nominees and policies has improved senators' standing with the conservative base as they fear tea party challenges.

(AP) ? Quiet most of Speedweeks, Dale Earnhardt Jr. made a little noise Saturday.

Earnhardt topped the speed chart for the final practice session before Sunday's season-opening Daytona 500.

The 2004 Daytona 500 champion turned the fast lap by averaging 198.592 mph around the 2? -mile superspeedway. David Gilliland was second, followed by Clint Bowyer, Marcos Ambrose and Aric Almirola.

Pole-sitter Danica Patrick and Stewart-Haas Racing teammate Tony Stewart were among 10 drivers who skipped the 1? -hour final tuneup. Patrick is trying to become the first driver win the Daytona 500 from the pole since Dale Jarrett in 2000. Only nine drivers have accomplished the feat in 54 years.

Three-time Daytona 500 winner Jeff Gordon, 2010 Daytona 500 champ Jamie McMurray, Casey Mears, Terry Labonte and Joe Nemechek also sat out the session. So did Joe Gibbs Racing teammates Kyle Busch, Denny Hamlin and Matt Kenseth.

"We don't have any plans to go out," Gordon said. "We feel like this entire week we have been able to learn everything we need to get prepared for the race tomorrow. ... We've got a great race car. We are excited. We've got a great opportunity here."

Before Saturday, Earnhardt had done little during Speedweeks. He finished eighth in the Sprint Unlimited and ninth in his qualifying race. He will start 19th in the "Great American Race," his lowest opening spot in 14 years at NASCAR's premier event.

His speed in the final practice had to boost the team's confidence.

Almirola, however, posted the best 10-lap average. He averaged 196.195 mph over 10 laps on new tires. Earnhardt was sixth on that chart.

"We are excited about this weekend and feel like we have a good car and got it driving good in that last practice session," Almirola said.

The final session involved little bump-drafting and even less side-by-side action ? no doubt because teams were leery of wrecking race cars about 24 hours before the Daytona 500.

Defending Sprint Cup Series champion Brad Keselowski provided the most action when he hit a bird.

"I killed a Tweetie bird," said Keselowski, one of auto racing's top Tweeters.

Keselowski was 17th in the final practice.

"This is our 500 engine, so trying to get an idea of how it's going to perform," he said. "My car is really good. Definitely faster than what it was, so that's good, right? I'm definitely optimistic."

Of the teams that didn't practice, most of them valued keeping their car intact over incremental gains that could be found so late in Speedweeks.

Patrick, Stewart, Gordon and the Gibbs cars have been some of the fastest all week.

According to the Financial Times, Google is currently in talks with ?big music labels to launch a streaming service to compete with companies such as Spotify.? Google previously launched its own digital music store over a year ago but this service will be different than the digital tunes shop, Google?s streaming music service will offer free unlimited access to songs (with advertisements), along with subscription options. Vatican blasts media for influencing pope election with 'false' reports

VATICAN CITY (AP) ? The Vatican lashed out Saturday at the media for what it said has been a run of defamatory and false reports before the conclave to elect Pope Benedict XVI's successor, saying they were an attempt to influence the election.

Italian newspapers have been rife with unsourced reports in recent days about the contents of a secret dossier prepared for the pope by three cardinals who investigated the origins of the 2012 scandal over leaked Vatican documents.

The reports have suggested the revelations in the dossier, given to Benedict in December, were a factor in his decision to resign. The pope himself has said merely that he doesn't have the "strength of mind and body" to carry on and would resign Feb. 28.

On Saturday, a day before Benedict's final Sunday blessing in St. Peter's Square, the Vatican secretariat of state said the Catholic Church has for centuries insisted on the independence of its cardinals to freely elect their pope ? a reference to episodes in the past when kings and emperors vetoed papal contenders or prevented cardinals from voting outright.

"If in the past, the so-called powers, i.e., States, exerted pressures on the election of the pope, today there is an attempt to do this through public opinion that is often based on judgments that do not typically capture the spiritual aspect of the moment that the church is living," the statement said.

"It is deplorable that as we draw closer to the time of the beginning of the conclave ... that there be a widespread distribution of often unverified, unverifiable or completely false news stories that cause serious damage to persons and institutions."

Vatican spokesman the Rev. Federico Lombardi was asked how specifically the media was trying to influence the outcome; Lombardi didn't respond directly, saying only that the reports have tended to paint the Curia in a negative light "beyond the considerations and serene evaluations" of problems that cardinals might discuss before the conclave.

Some Vatican watchers have speculated that because the Vatican bureaucracy is heavily Italian, cardinals might be persuaded to elect a non-Italian, non-Vatican-based cardinal as pope to try to impose some reform on the Curia.

While Lombardi has said the reports "do not correspond to reality," the pope and some of his closest collaborators have recently denounced the dysfunction in the Apostolic Palace.

Cardinal Gianfranco Ravasi, for example, criticized the "divisions, dissent, careerism, jealousies" that afflict the Vatican bureaucracy. He made the comments Friday, the penultimate day of the Vatican's weeklong spiritual exercises that were attended by the pope and other officials. Ravasi, himself a papal contender, was chosen by Benedict to deliver daily meditations and on Saturday Benedict praised him for his "brilliant" work.

The divisions Ravasi spoke of were exposed by the documents taken from the pope's study by his butler and then leaked by a journalist. The documents revealed the petty wrangling, corruption and cronyism and even allegations of a gay plot at the highest levels of the Catholic Church.

The three cardinals who investigated the theft had wide-ranging powers to interview even cardinals to get to the bottom of the dynamics within the Curia that resulted in the gravest Vatican security breach in modern times.

Benedict too has made reference to the divisions in recent days, deploring in his final Mass as pope on Ash Wednesday how the church is often "defiled" by attacks and divisions from within. Last Sunday, he urged its members to overcome "pride and egoism."

On Saturday, in his final comments to the Curia, Benedict lamented the "evil, suffering and corruption" that have defaced God's creation. But he also thanked the Vatican bureaucrats for having helped him "bear the burden" of his ministry with their work, love and faith these past eight years.

The Vatican's attack on the media echoed its response to previous scandals, where it has tended not to address the underlying content of accusations, but has diverted attention away. During the 2010 explosion of sex abuse scandals, the Vatican accused the media of trying to attack the pope; during the 2012 leaks scandal, it accused the media of sensationalism without addressing the content of the leaked documents.

While the Chromebook Pixel has that pretty display for looking at pictures and browsing the web, many users would probably still want to use the laptop for, like, actual work. Thankfully the Chrome team has thought of that and have developed an integrated version of Quickoffice so that you can finally open and edit office documents natively within the Chrome browser. The final app will take two to three months to ship, but that office functionality will be built-in with the Pixel (update: we've clarified this statement below). Sundar Pichai, senior vice president of Chrome, said at the Chromebook Pixel event in San Francisco that this "completes the story for a lot of users" who want something a little more beyond just Google Docs. We've also learned that while the Quickoffice integration will be available initially for the Pixel, it'll eventually roll out to other Chromebooks as well via a software update.

Update: To clarify, we've learned that all Pixels will ship with Quickoffice already installed. You'll be able to open and view documents on it as soon as you get it. However, the ability to actually edit those docs won't be available until two to three months down the line as they're still working on perfecting the app (the demo they had at the event failed a couple of times).

Insects inspiring new technology: Autonomous navigation of mobile robots based on locust vision

Feb. 21, 2013 ? The way in which the locust's distinctive visual system could be transferred into technology for state of the art vehicle collision sensors, surveillance technology and video games has been detailed as part of robotics research being carried out by an academic from the University of Lincoln (UK).

Scientists from the University of Lincoln and Newcastle University have created a computerised system which allows for autonomous navigation of mobile robots based on the locust's unique visual system.

The work could provide the blueprint for the development of highly accurate vehicle collision sensors, surveillance technology and even aid video game programming, according to the research published this week.

Locusts have a distinctive way of processing information through electrical and chemical signals, giving them an extremely fast and accurate warning system for impending collisions. The insect has incredibly powerful data processing systems built into its biology, which can in theory be recreated in robotics.

Inspired by the visual processing power built into these insects' biology, Professor Shigang Yue from the University of Lincoln's School of Computer Science and Dr Claire Rind from Newcastle University's Institute of Neuroscience created the computerised system.

Their findings are published in the International Journal of Advanced Mechatronic Systems.

The research started by understanding the anatomy, responses and development of the circuits in the locust brain that allow it to detect approaching objects and avoid them when in flight or on the ground.

A visually stimulated motor control (VSMC) system was then created which consists of two movement detector types and a simple motor command generator. Each detector processes images and extracts relevant visual clues which are then converted into motor commands.

Prof Yue said: "We were inspired by the way the locusts' visual system works when interacting with the outside world and the potential to simulate such complex systems in software and hardware for various applications. We created a system inspired by the locusts' motion sensitive interneuron -- the lobula giant movement detector. This system was then used in a robot to enable it to explore paths or interact with objects, effectively using visual input only."

Funded by the European Union's Seventh Framework Programme (FP7), the research was carried out as part of a collaborative project with the University of Hamburg in Germany and Tsinghua University and Xi'an Jiaotong University, China.

The primary objective of the project, which started in 2011 and runs for four years, is to build international capacity and cooperation in the field of biologically inspired visual neural systems.

Prof Yue explained: "Effective computer vision is a major research challenge. Vision plays a critical role in the interaction of most animal species, and even relatively low order animals have remarkable visual processing capabilities. For example, insects can respond to approaching predators with remarkable speed. This research demonstrates that modelling biologically plausible artificial visual neural systems can provide new solutions for computer vision in dynamic environments. For example, it could be used to enable vehicles to understand what is happening on the road ahead and take swifter action."

Dr Claire Rind has been working on the locust's visual system for several years.

She said: "Developing robot neural network programmes, based on the locust brain, has allowed us to create a programme allowing a mobile robot to detect approaching objects and avoid them. It's not the conventional approach as it avoids using radar or infrared detectors which require very heavy-duty computer processing. Instead it is modelled on the locust's eyes and neurons as the basis of a collision avoidance system.

"Taking this work forward we want to apply it to collision avoidance systems in vehicles which is a major challenge for the automotive industry. While some collision-avoidance features are pricey options on luxury cars, their performance is not always as good as it could be -- and they come at a high cost. This research offers us important insights into how we can develop a system for the car which could improve performance to such a level that we could take out the element of human error."

Daoud Kuttab: West Bank -- Gaza Movement Is Still Restricted

Why can't Palestinians travel between West Bank and Gaza?

The question should be asked now as everyone is preparing for U.S. President Barack Obama's visit to the region.

During a visit to Gaza, I was surprised by the number of Palestinians I met who were in their '20s and '30s, who have never been to the West Bank, including to Jerusalem.

Nearly three million Palestinians in the West Bank are prevented from travelling to Gaza (except through Jordan, Egypt and then try crossing at Rafah) and 1.5 million Gazan Palestinians are not able to travel to the West Bank using any border. This is not a travel ban against certain people who are a security threat. This is not a temporary order that follows or precedes a particular escalation of violence. This is a blanket decision that has no logic, a violation of international law regarding the rights of a population under a belligerent military occupation.

It is also a clear violation of one of the main clauses agreements between Israel and the PLO, often called Oslo Accords, whereby Israel committed (as per Article IX) to allow "safe passage for people and vehicles between the two Palestinian areas."

An attempt to follow up on that agreement happened five years later. The protocol concerning safe passage between the West Bank and the Gaza Strip was signed in Jerusalem on October 5, 1999. Israel's failure to honour that protocol led U.S. officials and peace envoys to work on and reintroduce it, to no avail.

During the Bush administration, another attempt was made to break this restriction. U.S. Secretary of State Condoleezza Rice and U.S. Ambassador Daniel Kurtzer worked an entire night in Jerusalem, during George Bush's second term, to produce results, but the agreement was again never implemented.

Israel has used one excuse after another to deny the Palestinians the right to travel from one Palestinian area to another. Whether it admits it or not, separating Gaza from the rest of the Palestinian territories has been a major strategic Israel goal.

The two-state solution, which has received international support and even Israeli public approval, stipulates that the Palestinian territories must be contiguous. While a fast rail or a tunnel connecting Gaza and the West Bank might take some time, it is still possible to allow Palestinians to travel back and forth.

The ugly Israeli wall is now in place and many Palestinians are saying that the Israelis can install whatever security measures they wish to ensure that the safe-passage road is used only to transfer people. Denying millions of Palestinians the right to travel to and from Gaza clearly amounts to collective punishment.

As Palestinians prepare for the upcoming visit of the U.S. president to the Palestinian areas, many wonder what the Palestinian leadership will be asking from the American leader.

Israeli newspapers are hinting at the possibility of the release of Palestinian prisoners, possibly even of leaders of the Intifada like Marwan Barghouti and Ahmad Sa'adat.

While the release of prisoners from Israeli jails will be welcomed, a more important achievement can be made if Palestinians being imprisoned in the largest prison in the world, the Gaza Strip, can be freed to travel in their own country and meet relatives and friends.

Palestinian political leaders seem to have resigned themselves to accepting the near impossibility of a simple act, which is allowing Palestinians to travel freely in their own country.

Absent from the political discourse of Palestinian leaders today is the right to move freely between Gaza and the West Bank.

Accomplishing this right can break up what the Israelis have been trying to do for decades. It will lift the spirits of Palestinians under occupation and siege and will invigorate economy, business, tourism and the people's well-being.

Asia stocks up as takeover talk in US drives Dow

BANGKOK (AP) ? Asian stock markets picked up stream Wednesday, driven higher by reports that another big corporate takeover might be in the works in the U.S.

A report that major office supply retailers Office Depot and OfficeMax are in talks to combine their businesses sent the Dow Jones industrial average to a near-record high Tuesday. That news came on top of an $11 billion tie-up between American Airlines and US Airways, announced earlier this month, that will create the world's biggest airline.

Stock markets are often energized by speculation of takeovers. Aside from pushing up the share prices of the companies involved if the deal is regarded as a good one, investors also see big takeovers as a sign of confidence in the business and economic outlook.

Stocks were also boosted by data released Tuesday that showed German investor sentiment rising in February, way above market expectations. The index is now at its highest level for nearly three years, adding to the evidence that suggests Germany's economy will not fall into recession.

"Positive news in the form of a bigger than forecast rise in February German ZEW investor confidence helped to shore up market sentiment although perhaps the main message here is one of German outperformance rather than eurozone recovery," analysts at Credit Agricole CIB in Hong Kong said in a research note.

Looking ahead, traders are concerned about political developments in Italy. An election this weekend could result in a split parliament, making it difficult for a coalition government to push through unpopular economic reforms.

"The eurozone is going to be a distraction throughout the year. There will be good results. And you will have bad results," said Evan Lucas, market strategist at IG Markets in Melbourne.

Japan's Nikkei 225 rose 0.9 percent to 11,474.65. The index briefly topped 11,500 for the first time since late 2008, despite a government report showing the country posted a record high monthly trade deficit of 1.63 trillion yen ($17.4 billion) in January.

South Korea's Kospi advanced 1.7 percent to 2,018.43. Hong Kong's Hang Seng added 0.3 percent to 23,201.41. Australia's S&P/ASX 200 rose 0.3 percent to 5,098.70.

Among individual stocks, Australia's Woodside Petroleum rose 2.9 percent after lifting its full year net profit. BHP Billiton, the world's largest mining company, fell 1.1 percent after announcing its chief executive Marius Kloppers, will retire in May. Kloppers will be replaced on May 10 by the chief executive of BHP's non-ferrous metals division, Andrew Mackenzie.

The Dow Jones industrial average rose 53.91 points to close at 14,035.67. The S&P 500 index rose 0.7 percent to 1,530.94. The Nasdaq composite rose 0.7 percent to 3,213.59.

That's despite the $1.2 trillion in automatic federal spending cuts that are scheduled to start March 1 unless Congress and the White House find a way to avoid them. Previous budget battles in Washington have rattled financial markets.

Benchmark oil for April delivery was down 5 cents to $97.06 per barrel in electronic trading on the New York Mercantile Exchange. The March contract expires Wednesday. The contract rose 80 cents to finish at $96.66 per barrel on the Nymex on Tuesday.

In currencies, the euro fell slightly to $1.3413 from $1.3416 late Tuesday in New York. The dollar inched down to 93.41 yen from 93.44 yen.

Forty-five-year-old Nasheed took refuge at the Indian High Commission in Male Feb. 13, after a magistrate ordered his arrest saying he failed to attend a court hearing on charges of illegally detaining a judge during his tenure in office. Nasheed had ordered the judge?s arrest on charges of deliberately obstructing investigations of political figures linked to a previous government.

The Hulhumale Magistrate Court Monday gave time till Wednesday 4:00 p.m. to the police for bringing Nasheed before the court. Nasheed faces a maximum penalty of three years' imprisonment or banishment to a remote island if found guilty of his charge.

Indian External Affairs Minister Salman Khurshid Sunday spoke to his Maldivian counterpart Abdul Samad Abdullah to resolve the situation, the Press Trust of India (PTI) reported citing official sources.

However the details of their conversation were not made public.

The Maldivian Foreign Ministry informed the Indian High Commission of the warrant instructing Maldives Police Service to produce Nasheed before the court Wednesday, the Times of India reported.

"The (Indian) ministry of external affairs is looking into it," Indian High Commissioner in Maldives D M Mulay told the Times of India.

There are "clear international conventions"?that don't permit the Maldivian authorities to serve an arrest warrant at the High Commission the report added, quoting an unnamed diplomat.

"Anyway we are firm on our stand that the Maldivian election should be inclusive,? the source added.

The PTI reported, citing sources in New Delhi, that India is unlikely to ask Nasheed to leave the mission because the government feels it was up to the Maldivian leader to decide whether to stay or not.

Maldivian President Mohamed Waheed's office said a strong note of protest was issued to the Indian High Commissioner for "harboring a fugitive in the embassy premise from where Nasheed is inciting and calling for unrest and violence in the streets.?

The Indian mission responded saying that ?no political meetings and activities have been allowed in the mission premises during the presence of former president.?

"Only limited visitors are allowed to meet the former president on strict need basis," the statement added.

The Maldives was thrown into political turmoil in February 2012 when Nasheed, the first democratically-elected president, was ousted in a military coup.

Maldivian President Waheed, who had been vice-president to Nasheed, replaced his predecessor following the ouster. Nasheed says he does not recognize the new government and has called for new elections.

Democratic elections were introduced in the country in 2008, ending former President Maumoon Abdul Gayoom's 30-year autocratic rule. Nasheed had been a democracy activist and political prisoner before becoming president in the first multi-party election in 2008.

Nasheed's Maldivian Democratic Party maintains that the case against him is aimed at sabotaging his campaign efforts for the upcoming presidential elections.

However, President Waheed said the court's decision has nothing to do with his government.

"Upholding the rule of law means nobody is above the law. I would like to assure the people of Maldives that the law and order will be maintained," he said.

He noted that the Maldives Election Commission has announced Sept. 7 as the date for the next presidential election.

"I believe that it is in the national interest of Maldives to hold a free, fair and inclusive election this year in which all political parties are allowed to participate, including smaller political parties," Waheed said in a statement, as reported by the PTI.

The Maldives, located off the southern Indian coast and home to about 300,000 people, is a chain of nearly 1,200 islands.

Political unrest in the recent years has led to the emergence of Islamic fundamentalists, rousing fears that hardliners may grow influential, especially on the more-remote islands.

What's striking is the absence of triumphalism -- Bigelow doesn't shy away from showing the victims shot down in cold blood in the compound -- and we come away with the overwhelming sense that this has been a grim, dark episode in our history.

Chastain makes Maya as vivid as a bloodshot eye. Her porcelain skin, delicate features and feminine attire belie the steel within.

No doubt Zero Dark Thirty serves a function by airing America's dirty laundry about detainee and torture programs, but in its wake, there's a crying need for a compassionate Coming Home to counter its brutal Deer Hunter.

While "Zero Dark Thirty" may offer political and moral arguing points aplenty, as well as vicarious thrills,as a film it's simply too much of a passable thing.

From the very first scenes of Zero Dark Thirty, director Kathryn Bigelow demonstrates why she is such a formidable filmmaker, as adept with human emotion as with visceral, pulse-quickening action.

A timely and important reminder of the agonizing human price of zealotry.

Bigelow and screenwriter Mark Boal shape history -- those breaks, big and small, that led to the killing of Osama bin Laden -- into one of the finest fact-based thrillers since "All the President's Men."

Purely as cinematic exercise, Zero Dark Thirty is an exhilarating piece of work. But, beyond its for-the-times subject matter, the work does not linger whatsoever.

Zero Dark Thirty is interesting as opposed to enjoyable, intriguing as opposed to entertaining, and certainly less memorable than The Hurt Locker.

It's quite remarkable how Bigelow and Boal managed to take 12 years of information (including a conclusion that everyone knows) and packaged it into a coherent, intimate and intense movie.

We know the ending, yet remain mesmerized by familiar details, filmed with a harrowing sense of urgency. It's as close to being in the White House situation room that night, watching a closed-circuit broadcast, as anyone could expect.

The second half of the film IS the film.

Whereas Locker was less about war than what it is to have a death wish, ZDT is less about the suspenseful true-life search for Osama bin Laden than the red tape one woman must wade through to prove that a mean old bastard is living in suburban Pakistan.

Bigelow's great achievement is stripping down the action from the exaggerated theatrics in movies and television shows so the missions feel no less exciting and immediate.

One of the finest movies of the year is a thriller about the tracking and, finally, slaying of Osama bin Laden.

There is no Team America-style, flag-waving bravado behind this story - it is quite the opposite.

Bigelow has created the best film of 2012.

"Zero Dark Thirty" is less a celebration how terrorist mastermind Osama bin Laden was found and killed than an engrossing examination of why it took a decade to deal with him.

Following on from the great acclaim of The Hurt Locker, Bigalow's shaky cam and tough talking characters once again take us to the dark side of modern warfare.

In the absence of cinematic grandeur and didacticism, we're left as empty and as lost as Chastain's agent as she boards a symbolically empty plane for an uncertain future. Just what are we to think of the so-called War on Terror?

The viewer needs to stay sharp to stay on top of the details of the labyrinthine search, but Bigelow tackles the complex story with the same muscular urgency and incisive intelligence that won her an Oscar for The Hurt Locker.

Exhilarating cinema that makes you want to forget all the questionable issues of representation that have come before it.

This is a fascinating film, and Chastain's wonderful performance has something in it of the tragic sense of life.
