Mitchell's tenacity led to US energy boom

NEW YORK (AP) ? The technological breakthrough pioneered by George P. Mitchell, the billionaire Texas oilman and philanthropist who died Friday at age 94, reversed the fortunes of the U.S. energy industry and reshaped the global energy landscape.

As Mitchell was doggedly pursuing the natural gas he and others knew was trapped in thin layers of sedimentary rock under several U.S. states, it appeared to most that the world was running out of oil and gas and what was left was found mostly in the Middle East.

U.S. natural gas production had peaked in 1972 and prices were rising to alarming new levels in the middle of the 2000s, raising heating and electricity bills and sending U.S. manufacturers of plastics, fertilizer and countless other natural gas-dependent goods overseas.

U.S. oil production, meanwhile, had peaked in 1970, and fell every year but one between 1985 and 2008.

But after 20 years of trying, Mitchell finally learned how to combine horizontal drilling with hydraulic fracturing, a process together known now generally as fracking, to release natural gas at a rate fast enough to turn a profit. But the practice has also sparked powerful antagonism, especially in the Northeast, from residents and environmentalists opposed to increased industrial activity in rural areas and concerned that the fracking process or the wastewater it generates can contaminate drinking water.

By the mid-2000s, fracking had spread across the industry and the country, and natural gas production in the U.S. began to soar in such places as Pennsylvania, Arkansas, Louisiana and Texas. In 2005, the U.S. produced 19 million cubic feet of gas, about the same amount produced in 1968. Last year, the U.S. produced 25 million cubic feet, a U.S. record and more gas than any other nation. And all this while drillers held back: They would have produced more if prices hadn't fallen to 20-year lows.

But this cheap gas lowered energy bills for consumers and inspired plans for new chemical plants, steel plants and fertilizer plants around the nation from manufacturers looking to capitalize on some of the lowest natural gas prices in the world. Electric utilities drastically increased the use of natural gas to generate power, and cut back on the use of coal, helping the U.S. power industry substantially reduce its emissions of carbon dioxide.

The U.S. now has the potential to produce so much gas that companies are looking to export it to Europe and Asia, just five years after regulators were approving plans to import natural gas in hopes of avoiding an energy crisis.

In some areas fracking has been blamed for air pollution and gas leaks that have ruined well water, but the Obama administration and many state regulators say the practice is safe when done properly. New York, which is thought to have considerable natural gas resources, has imposed a moratorium on high-volume hydraulic fracturing and star-studded activist groups have staged countless rallies and events to generate opposition to the practice.

As natural gas drillers were perfecting fracking, oil engineers learned to adapt the process to squeeze crude out of oil-bearing rock. By 2008, they had learned to tap oil deposits in formations in North Dakota and South Texas, and U.S. oil production started to creep up. It soon boomed.

Last year U.S. crude production rose to 6.5 million barrels per day the U.S. after posting the largest single-year rise in oil production since 1951, and production is on track to rise to 7.3 million barrels per day this year. That's an increase of 46 percent since 2008. The increase of 2.3 million barrels per day is about as much oil as Venezuela produces. The International Energy Agency says the U.S. is on track to be the world's biggest crude producer by the end of the decade.

Bradford college students vote to back T&A cancer quest

Students at a Bradford secondary school have voted the Telegraph & Argus Bradford Crocus Cancer Appeal as their charity of the year as they kicked off their fundraising during an end-of-term food festival.

Members of Yusuf House, one of four houses at the all-girls Feversham College, decided to back our ?1 million fundraising quest during the next school year after selecting it from a shortlist of good causes nominated by pupils.

Their first event in support of our campaign to fight cancer here in the city saw students bring in food from home to sell during break times, raising a fantastic ?142.55.

Sara Saeed, 17, of school?s Student Leadership, who organised the initiative with Tayyaba Anwar, also 17, said: ?This was just the launch and hopefully we can raise a lot more money next year.

?Students in each house were asked to suggest charities to support, and that was taken to a shortlist of three.

?They then looked in detail of each charity ? its aims, objectives and what it does ? and then voted on which to choose.

?The T&A Bradford Crocus Cancer Appeal is a local charity and we hope we can raise more awareness of it. There are not many charities like it, it will support the Bradford community and it is Bradford-based.

?By selling food, each house raised a different amount for their chosen charity.

?We do a lot during the school year to support charities during fundraising events. For example, we run a Give a Little Every Day campaign which sees students donate their loose change.

?We are an Islamic school and it is part of Islam to give to charities.?

The ?1 million we hope to raise through our campaign will buy Bradford University?s Institute of Cancer Therapeutics a new, state-of-the-art mass spectrometer, which could help its scientists pioneer less toxic ways of treating the disease more than ten times faster than ever before.

The department?s last major breakthrough, a tumour-blasting ?smart bomb? treatment, due to begin clinical trials late this year or early next year, has the potential of destroying a tumour with virtually no side effects to the rest of the body.

G20 soft pedals on debt consolidation in favor of growth: Russia

MOSCOW (Reuters) - G20 policymakers have soft-pedaled on goals to cut government debt in favor of a focus on growth and how to exit central bank stimulus with a minimum of turmoil, Russia's finance minister said on Saturday.

The final communiqu? from Group of 20 finance ministers and central bankers addresses fiscal consolidation less strongly than had been expected, with discussion focusing chiefly on spillover effects from the withdrawal of monetary stimulus by developed countries, Russia's Anton Siluanov told Reuters.

"(G20) colleagues have not made the decision to take responsibility to lower the deficits and debts by 2016," Siluanov said on the fringes of the G20 meeting in Moscow. "Some people thought that first you need to ensure economic growth.

"You can of course, expect growth, but it may not come anytime soon and debt will keep piling up," Siluanov said, adding that fiscal consolidation should remain a priority.

"The communiqu? addresses (consolidation) more softly, nonetheless we will raise this issue at the leadership level (in September)."

The G20 did not discuss at length Friday's move by China to start interest rate reforms, but Siluanov and other countries will monitor how the reforms are being implemented.

Beijing removed a floor on the rates banks can charge clients for loans, which should reduce the cost of borrowing for companies and households.

The U.S. and the European Central Bank said during the meeting that their policy of low interest rates will continue, Siluanov said: "The question is about the quantitative easing program, for how long this process will continue."

SPILLOVER EFFECTS

The spillover effects on developing countries from the withdrawal of quantitative easing policies by developed nations, and the United States in particular, dominated the weekend's discussion.

"There were no arguments but there was discussion," Siluanov said. "Emerging countries are very concerned about the predictability of (those policies), how it will all continue.

"We have agreed that coordination is needed, exchange of information is needed."

The G20 also discussed long-delayed reforms to the International Monetary Fund quota system. The governance reform is languishing as the United States, the IMF's largest shareholder has not given a green light to it.

The Obama administration wants Congress to shift $63 billion from an IMF crisis fund to the IMF's general accounts in order to maintain U.S. power at the international lender and make good on an international commitment made in 2010.

Congressional approval of the IMF funding changes is necessary to complete reforms at the lender that the international community has already agreed including reform of voting shares, known as quotas, to boost the power of emerging economies.

"There is a feeling that the process has stalled," Siluanov said.

Golf: Teenager becomes youngest male tournament winner, say organisers

BANGKOK: A Thai aged 14 Sunday became the youngest male to win a major professional golf tournament, organisers said, with a stunning display that left players twice his age trailing in his wake.

Phachara Khongwatmai, who was given the week off school to play in the Singha Hua Hin Open on the ASEAN PGA Tour, marched to a four-stroke victory with a final round four-under-par score of 67.

The win, which nets him $65,000, makes him the youngest male player to claim victory in a professional golf tournament, organisers said.

That accolade was previously held by Japan's Ryo Ishikawa who was 15 when he clinched the 2007 Munsingwear Open KSB Cup.

New Zealand's Lydia Ko, who was 14 years and 248 days old when she clinched the New South Wales Open last year, is the youngest female golfer to win a major tournament.

Tour organisers were unable on Sunday night to confirm Phachara's birth date, so it is not known whether he is younger than Ko at the time of her win.

But his victory also makes him the first amateur to win on the ASEAN PGA Tour.

"I am really, really happy to win against so many top players," Phachara, who had to pre-qualify for the tournament, was quoted by the organisers as saying. "My putting was the key and I also worked very hard with my caddie. We planned everything carefully."

His performance, finishing with a four-round aggregate of 13 under par at Thailand's oldest golf course, left his opponents dumbfounded.

"It is amazing to see a kid play like that," said fellow Thai golfer Prom Meesawat. "I had a bogey-free round but look at what he did!"

Phachara began playing golf when he was nine and practices each day after class.

In the press release issued after his win he said his thoughts were primarily on catching up with his studies.

"Tomorrow is a public holiday and the first thing I need to do is call my friends and catch up on my homework," he said.

Just yesterday we found a deal on the Google Nexus 7 16GB 7" Android Tablet that came within a buck of the lowest total price we've ever seen, dropping the 16GB slate to $149.90. Simultaneously, the 32GB version was cut to $169, another all-time low price. (And just $19 more!) But even though those deals are eye-poppingly cheap, it's important to keep one thing in mind: Google is scheduled to hold a press event next Wednesday. As such, these prices seem to validate the rumors that the corporation is about to debut a brand new generation for its flagship tablet.

Deals Before the Storm

While most electronics tend to see new price lows right before they're refreshed, this is especially true of tablets. In the past, reseller deals have preceded new iPads and Kindle Fire tablets, and it appears that such deals are now foreshadowing a new Nexus tablet. Whether this is a good deal to buy then depends on a few factors.

If Google follows the precedent that Amazon has already established, then the next generation Nexus will probably debut for the same starting price as the current generation. That means the refreshed model will only cost $199, or $49 more than the above deal. Keep in mind, however, that last year Amazon also kept its original Fire tablet in production at a lower retail price; if Google does the same with the original Nexus, its retail price could possibly fall to $159 (where the original Fire tablet currently resides). That means this current deal is still $9 less than what the retail price might be, come next week.

The Kindle Fire HD Is Next on the Deal Chopping Block

Last year, Amazon debuted its Kindle Fire HD tablets shortly after Google announced its Nexus line. The Amazon affair took place during the first week of September, and it seems likely that the megaretailer will target that general time frame once again for a refresh.

If resellers treat the current Fire HD like they have the Nexus 7, then we should begin seeing new all-time low prices on the Amazon slate in mid- to late-August. So far, the lowest the 16GB model has gone is $169, so anything below that ($149.90 maybe?) will be an Editors' Choice-level price cut. Look to stores like Best Buy, Staples, Office Depot, and eBay for special promotions.

Four biologists from the New Hampshire Fish & Game department boarded a compact research vessel and headed out upon Naticook Lake in Wasserman Park, 116 Naticook Road, as darkness fell on Wednesday, June 19.

Their mission was to secure a sampling of the fish in the lake and perform an assessment of the fish population?s health and its numbers.

Gabe Gries, a fisheries biologist, began the sampling activities at Naticook Lake by taking note of lake conditions, wind direction, air temperature and water temp. The lake temperature was 74 degrees. No gusts rippled the water.

A low-voltage zap from an electronic monitoring device momentarily stunned the groups of fish nearest the boat and bright lights allowed the biologists to see the fish. Gries and the other biologists used long-handled nets to scoop the fish from the water. The catch of hundreds of fish was counted, inspected for general health and released unharmed. Some fish were weighed. Their lengths were recorded. Others had a few scales scraped off for later microscopic inspection to determine how old the fish were and how fast they were growing.

The men aboard the motor boat recorded populations of yellow perch, large-mouth bass, chain pickerel, yellow bullhead catfish and brown bullhead, also known as hornpout, mud pout or mud cat. They also found black crappie, a variety of sunfish that has a rounded, greenish-black body and silvery sides.

In addition, they counted an abundance of pumpkinseed sunfish and bluegill sunfish. The pumpkinseed is a colorful freshwater fish often called a sunny, or a pond perch. It has a bright red dot on each of its black gill covers. The crimson markings make it easy to identify. The pumpkinseed sunfish, one of the most common catches for Merrimack anglers, generally measures 5-8 inches but may reach 10? long.

New Hampshire record breakers are listed on the state?s Fish & Game website (www.wildlife.state.nh.us). None are from Naticook Lake. Nevertheless, a pair of pumpkinseeds taken from Lake Winnipesaukee are tied for the record at 13.6 pounds. The record-holder for bluegill sunfish, at 11.25 inches and 2-pounds 64-ounces, is a fish taken from Goodwin?s Pond in the town of Acworth, in Sullivan County.

Gries is the Warmwater Project leader for New Hampshire Fish & Game Department?s Region 4, a region that includes Southwestern New Hampshire. Region 4 is one of six regions designated as state Fish & Game law-enforcement districts. Region 4 headquarters is in Keene, New Hampshire.

Biologist colleagues aboard the boat that evening included Ben Nugent, who works from Fish & Game?s headquarters in Concord. Nugent has eight years with the organization. Andy Schafermeyer, an 18-year veteran, was on hand. He is from the Region 1 office in Lancaster. Region 1 covers the northernmost third of New Hampshire. Jason Carrier, a fisheries biologist for 10 years, is from the Region 4 office, as is biologist Gries. The team will study many lakes in the course of a year.

?In general, we found a typical, well-rounded warmwater fish population,? Gries said. ?Yellow perch numbers were low. Largemouth bass were numerous, but fish were generally small with most fish sampled between six and 10 inches, and no fish greater than 16 inches.?

Variables impacting the size and numbers of fish in the lake include the population?s diets, habitats, life cycles and predator activity upon the fish by turtles, herons, snakes and frogs.

Lake Naticook has many grassy banks from which anglers can fish. There also are wooden docks at the town beach that make for comfortable fishing spots when anglers bring a folding chair. Canoes and kayaks provide others a means of getting close to potential hot spots.

Currently, Fish & Game reports that there are 1,105 licensed Merrimack residents enjoying the sport of fishing. Bedford boasts 1,042 licensed fishermen, and women. Other towns have their fishing aficionados.

The New Hampshire Fish & Game Department?s online site (www.wildlife.state.nh.us) notes that state residents age 16 or more are required to obtain a fishing license, a permit that currently costs $35. Want to try fishing for a day? Purchase a one-day license for $10. Want to try it for a lifetime? A lifetime license is available with costs varying according to the age of the applicant. For example, a lifetime fishing license for a person of age 16 costs 976.67, whereas a person of age 36 will pay $723.72, and a person of age 67 will pay $35. As in other activities, such as operating an automobile, age and experience count toward discounts.

In addition to the traditional fishing license, several other types of fishing licenses offer benefits to people in special circumstances. A blind person can obtain a free fishing permit. A complimentary fishing permit can be had by a person at a nursing home or veterans? hospital. The complimentary license also is available to a person who is developmentally challenged. In addition, A disabled veteran is welcome to a free fishing license. Various application procedures and occasional processing fees apply.

Traditional fishing licenses are available at many approved licensing agencies. They can be obtained from Wal-Mart, 85 Route 101A in Amherst, and from Bedford?s Wal-Mart, 17 Colby Court. Licenses for fishing also are available at Merrimack Firearms on 416 Daniel Webster Highway; The County Store, 321 Nashua St., in Milford; The Sports Authority, 213 Daniel Webster Highway in Nashua, and many other places.

The New Hampshire Fish & Game Department is a supported through proceeds of hunting licenses, fishing licenses, donations and federal grants. It?s mission is one of guardianship over the state?s fish, wildlife and marine resources.

(AP) ? Civil War re-enactors gathered on a wind-swept beach and marked the 150th anniversary Thursday of the famed attack by the black 54th Massachusetts Volunteer Infantry ? a battle that showed the world black soldiers could fight and later was chronicled in the movie "Glory."

More than 50 re-enactors, including a handful in Confederate butternut uniforms, left wreaths on South Carolina's Morris Island honoring those who died there in the 1863 Union attack on Confederate Battery Wagner. The island bordering Charleston Harbor is uninhabited and the battery itself has washed away since the Civil War.

Those observing the anniversary prayed and sang "The Battle Hymn of the Republic." As part of the commemoration, they also fired a three-gun rifle volley to salute the dead.

The 54th was raised in Boston and of the 600 black Union troops who bravely charged Confederate defenses at Battery Wagner, 218 were killed, wounded or captured in fierce fighting. The 54th later served in South Carolina, Georgia and Florida before returning to Massachusetts at war's end.

Re-enactor Mel Reid told a gathering of about 50 people gathered on the beach that many members of the 54th never made it back home and those who did were not cheered when they came home.

"So here we are 150 years later saying 'thank you,'" he said. "Keep in mind, these were free black men" who risked being enslaved if captured, he told the gathering.

Thursday evening there was period music, speeches, and rifle and cannon firing at Fort Moultrie on nearby Sullivan's Island. The event corresponded with the time of the evening attack 150 years ago.

Following the program, the audience of about 200 put battery-powered candles in luminaries on a field beside the fort. There were 294 in all ? one for each fallen soldier both North and South.

"The story of both the Confederates and the federals who fought that day is the story of the American people in their travel through time," said South Carolina Lt. Governor Glenn McConnell, himself a Civil War re-enactor, in his keynote address. "Our march through history ... is the story of a people who, in the pursuit or defense of freedom, as they perceived or understood it, were always willing to put aside the element of fear and answer the call of duty."

"This is probably the most significant anniversary of the 150th anniversaries of the Civil War," Walter Sanderson, a re-enactor from Upper Marlboro, Md., said earlier. "It was a primary test for African-American troops in a very difficult assault. They proved themselves to be a quality regiment under the most severe duress."

Usually, there are about a dozen black re-enactors who make the trip to Morris Island each year. The black re-enactors gathered Thursday came from as far away as California.

"Going out on that island has special meaning today," said Joe McGill, a black Charleston re-enactor who makes the journey every July 18.

The attack was part of an unsuccessful campaign by federal forces to capture Charleston, the city where the Civil War began in 1861 with the Confederate bombardment of Fort Sumter in the harbor. The Confederates would hold Charleston until late in the war, when they abandoned it as Union troops moved across South Carolina further to the west.

While the Battery Wagner attack was unsuccessful, the valor of the black troops dispelled the thought ? common in both the North and the South early in the war ? that blacks could not fight. It also encouraged the enlistment of another 200,000 black troops in the Union army.

"It's just an honor to be here. The 54th proved that black troops could fight in a battle," said Louis Carter of Richmond, Va. He said Battery Wagner and several earlier smaller fights involving black troops "disproved that stereotype that we would run."

Leon Watkins of San Francisco carried the flag in the movie "Glory."

A former Marine, he said "if this hadn't happened here 150 years ago, I wouldn't have been able to help provide the blanket of security we all sleep under."

"Glory" will be shown Friday on an outdoor screen in Marion Square in Charleston. The 1989 film starring Matthew Broderick, Denzel Washington and Morgan Freeman helped bring the story of the 54th Massachusetts to a wider audience.

Scholars and authors gather at the historic Dock Street Theatre on Saturday to discuss the 1863 Charleston campaign. On Sunday, Charleston officials plan to unveil a rendering of a planned monument to the 54th Massachusetts to be erected on Charleston's Battery.

SEC staff morale low, atmosphere marked by distrust: study

(Reuters) - The Securities and Exchange Commission is not the best place to work among federal agencies in Washington, according to a new study by a government watchdog.

The SEC's organizational structure "has not been conducive to motivating and encouraging a high level of performance," concluded the Government Accountability Office in a report released on Thursday.

"Many staff indicated that morale is low and a significant percentage characterize the atmosphere of the agency as one of distrust," the GAO said.

The GAO's report was required by the 2010 Dodd-Frank Wall Street reform law, whose three-year anniversary is this month.

The study was mandated following several high-profile lapses at the SEC during the financial crisis, including its failure to detect Bernard Madoff's massive Ponzi scheme.

An Office of Personnel Management survey of federal employees ranked the SEC 19th of 22 similarly sized agencies based on employee satisfaction.

The GAO laid out several areas in need of improvement, including workforce planning, performance management, communication and personnel management assessment.

While the SEC has taken some steps in most of these areas to improve, the GAO urged the agency to do more.

Some of the findings in the GAO's report are consistent with complaints often lodged by the SEC's Chapter of National Treasury Employees Union.

In addition, the GAO's survey found that many employees still view the culture at the SEC as "siloed" - where one division does not talk to the other.

This was highlighted several years ago by the Madoff and Allen Stanford Ponzi scandals, where examiners and enforcement lawyers failed to properly communicate and may have missed opportunities to detect the schemes.

The GAO said the SEC is actively working to create a comprehensive workforce plan and is trying to close skill gaps to hire people with more financial industry expertise.

Still, the GAO said, the SEC lacks a transparent process for leadership succession and many interviewed did not see "much incentive" to be promoted into management positions.

In a letter responding to the GAO study, SEC Chair Mary Jo White said she recognizes there is still "work to do in these areas" and that she is "committed to ensuring that process continues."

The SEC agreed with the report's recommendations, she said. She added that the SEC is taking steps toward addressing workforce competency gaps and improving intra-agency communication.

She also said the SEC has successfully implemented pay-for-performance for non-bargaining unit employees, and is still in the process of assessing the impact of the new system.

An SEC spokeswoman declined to make any additional comment.

Woody Allen Wants to Make Another Movie with Louis C.K.

When we learned that Louis C.K. was using Woody Allen's longtime editor Susan E. Morse?and acting in Allen's Blue Jasmine, we got excited that the two greatest redheaded comedians ever (sorry, Carrot Top and Kathy Griffin) were going to become best friends. It seems like our wishes came true. Allen, in an interview with the New York Times, said he didn't know C.K.'s work beforehand, first seeing him while trying to watch Bobby Cannavale in one of C.K.'s short films. "He?s clearly such a sweet guy. I was dying to use him in something, so we used him to play the sweeter guy [in Blue Jasmine]," Allen explained. But Allen doesn't see this as the last time the two will work together:?

I?d love to do a movie with him and me, a comedy. I?m looking for some idea that would work, for the two of us to do. Of course I hope that people aren?t disappointed that I don?t act with him [in Blue Jasmine], and he doesn?t have a commensurately comic part with his talent. But some day, I will get something that we could do together, because I do think it would be fun. I?m such a great fan of his. "

Allen explained that he racked his brain ? "What would be a fun picture? My first thought for a while was, Can I come up with something at the moment that I could do with Louis C.K.?" ? however, he couldn't get the "right idea" for them before he needed to start working on another movie (which became the upcoming Emma Stone?Colin Firth movie).?

It was watching another comedian, Mort Sahl, recently, however, that made Allen start "toying with the idea" of trying stand-up again. "I would love to see if I could," he explained.
