North Korea's Internet? What Internet? For most, online access doesn't exist

You won't find people in North Korea checking Facebook or Twitter for the latest updates on the tense situation created by its leader, Kim Jong Un. That's because the nation of 24 million is largely shut out from the Internet. Few outside the government and military have ever been online.

"In North Korea, we don't see evidence that much of anyone has access," Jim Cowie, chief technology officer and co-founder of Renesys, which does global Internet measurement, told NBC News.

"You don't see banks or factories or universities attached to the Internet," he said. "In North Korea, Internet is extremely limited. They don't have those resources. There's basically one service provider and that is state-controlled."

The country's Internet access physically comes through from China, he said, supplemented "sometimes" by a satellite provider.

"We don't have first-hand knowledge of who has access," Cowie said, but Internet use is "very tightly restricted."

So much so that North Korea was named one of 12 "enemies" of the Internet last year by Reporters Without Borders, which monitors censorship globally. "We still consider North Korea as an enemy of the Internet," Delphine Hagland, the group's director in Washington, D.C., told NBC News. Other countries making that list included China, Iran, Syria and Vietnam.

There aren't many other sources of information available in North Korea, which according to the CIA World Factbook, has "no independent media," with "radios and TVs ... pre-tuned to government stations."

About 1 million people in North Korea have cellphones, but they are not phones with Internet access.

There may be some exceptions, said Hagland. North Koreans who live near the border with China "can have the (illegal) option of connecting to the Chinese mobile network."

In its report, Reporters Without Borders also noted the existence of what's sometimes called a "sneakernet" ? that is, people handing off data to one another via physical media, rather than across a network. The North Korea-China border is "sufficiently porous to allow mobile phones, CDs, DVDs and USB flash drives containing articles and other content to be smuggled in from China."

North Korea did, for a very short time recently, allow tourists who were staying at one hotel to have Internet access via their 3G cellphones. But that access was yanked within less than a month, according to a report in Wired UK.

That brief mobile Internet availability was not tied to Google executive chairman Eric Schmidt's visit to the country, along with former New Mexico governor Bill Richardson. The two had gone to North Korea in January to seek the release of American detainee Kenneth Bae ? which did not happen ? as well as to promote Internet freedom.

Nearly two years ago, the United Nations said that access to the Internet should be considered a basic human right. But North Korea has not gotten ? or has ignored ? that memo.

Schmidt, who met with North Korean scientists and software engineers, said after his visit that the country runs a risk of being left behind economically if it does not provide Internet access.

"Once the Internet starts, citizens in a country can certainly build on top of it, but the government has to do something,? he told NBC News' Ed Flanagan at that time. ?They have to make it possible for people to use the Internet, which the government in North Korea has not yet done.?

Judge: Aggregator of AP news can't have free ride

(AP) ? A federal judge concluded that an Internet news clipping service essentially resold stories from The Associated Press, saying in a decision released Thursday that the ability of news organizations to perform "an essential function of democracy" is jeopardized when a company merely redistributes the news of others.

Media observers say the ruling against Meltwater U.S. Holdings Inc. and its Meltwater News Service, if upheld on appeal, could provide strong protection for the news industry as it struggles to survive in an Internet age.

U.S. District Judge Denise Cote rejected Meltwater's claims that its use of Web stories drawn from a scan of 162,000 news websites from more than 190 countries was a fair use of copyright-protected material.

"Through its use of AP content and refusal to pay a licensing fee, Meltwater has obtained an unfair commercial advantage in the marketplace and directly harmed the creator of expressive content protected by the Copyright Act," Cote said.

She said in a ruling released to lawyers in the case Wednesday and to the public on Thursday that investigating and writing about newsworthy events worldwide was expensive and enforcement of the copyright laws permits the AP to earn revenue to fund it.

"Permitting Meltwater to take the fruit of AP's labor for its own profit, without compensating AP, injures AP's ability to perform this essential function of democracy," Cote wrote.

In a statement, Meltwater said it was disappointed and will appeal. It called the ruling "at odds with a variety of prior decisions that have paved the way for today's Internet."

The judge noted that commercial Internet news clipping services like Meltwater perform an important function for their customers, but that "does not outweigh the strong public interest in the enforcement of the copyright laws or justify allowing Meltwater to free ride on the costly news gathering and coverage work performed by other organizations. Moreover, permitting Meltwater to avoid paying licensing fees gives it an unwarranted advantage over its competitors who do pay licensing fees."

Meltwater is a 12-year-old electronic news clipping service that helps its clients monitor how they are covered in the press. In its lawsuit, the AP alleged that Meltwater News had been pilfering current and past material from the AP and other news providers without paying licensing fees.

AP CEO Gary Pruitt said: "We are thrilled. This is first and foremost a victory for the public and for democracy."

George Freeman, a media law expert in private practice at Jenner & Bloch, called the ruling a "very significant and important opinion" and an "important precedent."

"This decision is one of the most solid and comprehensive that we've had in this very important field," he said. "I know the media is watching it very carefully."

The judge rejected Meltwater's claims that it operates like a search engine.

"Meltwater News is an expensive subscription service that markets itself as a news clipping service, not as a publicly available tool to improve access to content across the Internet," she said. "Instead of driving subscribers to third-party websites, Meltwater News acts as a substitute for news sites operated or licensed by AP."

Cote praised the operation of legitimate search engines.

"These interests are complementary. The Internet would be far poorer if it were bereft of the reporting done by news organizations and both are enhanced by the accessibility the Internet provides to news gathered and delivered by news organizations," Cote said.

She also defended the creativity necessary to write the first paragraph of a story, known as a "lede," saying Meltwater "misses the mark" when it argues that ledes are teasers and not summaries of news.

"If anything, the observation emphasizes the creativity and therefore protected expression involved with writing a lede and the skill required to tweak a reader's interest," Cote said.

Meltwater said it believes Cote misapplied the fair use doctrine.

"Meltwater is especially troubled by the implications of this decision for other search engines and services that have long relied on the fair use principles for which Meltwater is fighting," the company said.

Jorn Lyseggen, Meltwater's founder and chief executive, said the company was considering options and looked forward to appealing to the 2nd U.S. Circuit Court of Appeals.

Lyseggen said he was confident the appeals court "will see the case a different way."

Pruitt said the ruling was important for the AP and "others in the news business who work so hard to provide high-quality original news reports on which the public relies."

"For years all of us have been hearing that if it is free on the Internet, it is free for the taking. The judge in this case just rejected that argument," he said.

Earlier this year, The New York Times, USA Today publisher Gannett Co. Inc., the McClatchy Co. and Advance Publications Inc. said in court papers that their businesses would be jeopardized if Meltwater was permitted to continue as it had.

The publishers said the ability of companies to distribute their content without paying licensing fees jeopardized their websites and other digital businesses that generate revenue through advertising, subscriptions and licensing fees.

One of Meltwater's competitors, BurrellesLuce, joined in a friend-of-the-court brief to say that it operates at a disadvantage because it pays to license content that Meltwater takes for free.

The Electronic Frontier Foundation and Public Knowledge supported Meltwater in a court brief.

Caroline H. Little, president and CEO of the Newspaper Association of America in Arlington, Va., which joined an amicus brief on behalf of news companies prior to the ruling, called the decision a "monumental decision" that recognizes the value of newsgathering in society.

"The significant costs associated with global, national, regional and local newsgathering cannot be sustained if news organizations cannot protect the integrity of our publishing process," she said.

"The court correctly found that simply taking this content for free, for someone else's commercial benefit, undermines the investments our industry makes in original news reporting that is so essential to democracy," she said.

Meltwater was founded in 2001 in Oslo, Norway. According to the company's website, it has more than 800 employees working in 55 offices around the world.

Focus is on cost-effective and efficient ways to support Antarctic science as research frontiers evolve

The National Science Foundation (NSF) has issued a summary response to the recommendations of an external panel of experts that was charged with advising the agency on how to improve and streamline its logistical capabilities to more efficiently support world-class Antarctic science in coming decades.

The NSF document, which was made public on March 21, is the agency's response to the report, More and Better Science in Antarctica Through Increased Logistical Effectiveness, which was released in July of 2012 by the U.S. Antarctic Program Blue Ribbon Panel.

NSF and the White House Office of Science and Technology Policy (OSTP) co-commissioned the independent assessment of U.S. Antarctic Program logistics. Norman R. Augustine chaired the 12-member panel. Augustine was also chair of an external panel in 1990 whose recommendations led to the construction of a new research station at the South Pole.

NSF, through the Division of Polar Programs in its Geosciences Directorate, manages the United States Antarctic Program, through which it coordinates all U.S. research on the southernmost continent and aboard vessels in the Southern Ocean. The agency is also responsible for providing all of the logistical support required to carry out that research.

In the document, NSF responds directly to the 10 overarching recommendations made by the Blue Ribbon Panel.

NSF's response to the Blue Ribbon Panel was produced by an internal team of senior managers from various NSF offices and directorates, including the Division of Polar Programs.

In his cover letter to Augustine, NSF Director Subra Suresh commented, "You will note that... substantial progress has already been made on many fronts in implementing these recommendations."

He added, "I am confident that the changes we have put in place will enable us to strengthen our world-leading U.S. Antarctic Program."

The Blue Ribbon Panel report was the second document issued in a two-part, multi-year review of the nation's program of research in Antarctica.

In December of 2011, a committee of the National Research Council (NRC) issued its report, Future Science Opportunities in Antarctica and the Southern Ocean.

The Blue Ribbon Panel took into account the findings of the NRC report, as well as information gathered during site visits to NSF's three year-round stations in Antarctica, in formulating its recommendations.

NSF's Response to the Blue Ribbon Panel notes that the panel "concluded that ushering in a new age of Antarctic science simply by expanding traditional methods of logistical support would be prohibitively costly" and therefore focused on more cost-effective and efficient ways to increase flexibility as research frontiers evolve over time.

U.N. launches inquiry into N. Korea human rights allegations

GENEVA (Reuters) - The United Nations on Thursday set up an international commission of inquiry into human rights violations in North Korea, saying some of them "may amount to crimes against humanity".

The 47-member Geneva forum unanimously adopted a resolution brought by the European Union and Japan, and backed by the United States, condemning alleged torture, food deprivation and labor camps for political prisoners.

It launched a three-member investigation for one year and called on Pyongyang to cooperate with the team, which will include Marzuki Darusman, its special rapporteur on North Korea who last month reported rapes, torture and executions in the isolated country.

"This long awaited inquiry will help expose decades of abuse by the North Korean government," Julie de Rivero, advocacy director at Human Rights Watch, said in a statement.

At the debate, North Korea ambassador So Se Pyong rejected the resolution as "an instrument that serves the political purposes of the hostile forces in their attempt to discredit the image of the DPRK (the Democratic People's Republic of Korea)".

"As we stated time and again, those human rights abuses mentioned in the resolution do not exist in our country," So said, warning that the sponsors should be held accountable "for all serious consequences".

National Geographic May Use Recycled Paper ? Environmental ...

National Geographic is considering using recycled paper for its publications, following a study that found using recovered fiber in place of virgin fiber for magazine paper has a benefit in 14 of 14 environmental impact categories.

Categories studied in Life Cycle Assessment of?Deinked and Virgin Pulp ? a?life-cycle assessment by Environ International Corporation ? include total carbon dioxide equivalent emissions, carcinogenicity, non-renewable energy use, eutrophication and wood use.

For example, a kilogram of deinked pulp is responsible for 0.6 kg of carbon dioxide equivalent over its entire life-cycle, compared to 2.87 kg of CO2e for 1 kg of displaced virgin pulp, the report says. One kg of deinked pulp uses, on average, 6.72?megajoule of non-renewable energy in its life cycle compared to 1 kg of virgin pulp that uses, on average, 22.57 MJ over its life-cycle.

The report identifies four key areas where data variability and assumptions might affect results, namely:

  • The amount of energy used in pulping.
  • The fuel mix used in pulping.
  • The environmental impact characterization method used in the model.
  • The method for allocating recycling benefits in the model.

The analysis shows that, even considering the range of possible values for these key areas, using recovered fiber reduces negative environmental impacts for the majority of the environmental impact categories studied.

Environ says that the report?debunks any myths promoted by magazine and paper industries that question the environmental benefits of using recycled fiber in publication-grade paper. The production of magazine paper in the US emits more than 7.2 million metric tons of CO2e each year, Environ says.

If National Geographic does begin using recycled paper for its magazines, it will join a growing list that includes large and small publications such as?Fast Company,?Audubon,?YES! and?Ranger Rick?? all of which have been using recycled paper for a long time, Environ says.

In September, the National Geographic Society and fellow publishers?Time Inc.,?Macmillan, and Pearson?formed a partnership with the Sustainable Forestry Initiative eco-label in a bid to help spur the growth of certification to preserve and protect forests.?By the end of 2014, SFI Forest Partners aims to certify 5 million acres of forests to the SFI 2010-2014 standard. By the end of 2017, the program hopes to certify 10 million acres of forest across the United States and Canada.

(AP) ? Five former city councilors in a small, blue-collar Los Angeles suburb that became a symbol of political greed were convicted Wednesday of stealing taxpayer money by creating a panel that helped boost their part-time pay to nearly $100,000 a year.

One former councilman was acquitted and the other five were found not guilty of several counts each, as jurors returned verdicts on only about half of the more than 80 charges prosecutors had filed. Jurors said they were deadlocked on the other charges, but the judge ordered them to continue deliberations after some members said they thought a verdict could still be reached.

The trial was the first such proceeding following revelations that Bell's leadership had bilked the hardscrabble city of $5.5 million, using the money to pay huge salaries to the city manager, police chief, City Council members and others. The former city manager and his assistant are expected to face trial on similar charges later this year.

Former Bell Mayor Oscar Hernandez and onetime City Council members Teresa Jacobo, George Mirabal, George Cole and Victor Bello were convicted Wednesday of misappropriating public funds.

Former Councilman Luis Artiga was acquitted of all charges. The pastor of Bell Community Church broke down in tears and pointed heavenward as the not guilty verdicts were read.

"I said, 'Thank you, Lord,'" a beaming Artiga, surrounded by his wife and four children, said outside court. "I never lost faith. I knew it, I just knew it."

After the four-week trial, the other defendants were convicted of illegally taking money for sitting on Bell's Solid Waste and Recycling Authority, an entity they could not prove had been legally established or did any work. Artiga was not on the City Council when it was created.

Records showed it met only one time between 2006 and 2010.

After the verdicts were read, the jury foreman told Judge Kathleen Kennedy the panel was deadlocked 9-3 on the other charges, which involved their paid service on other, similar boards that prosecutors said were created for no purpose other than to inflate their salaries.

When four jurors told her they still believed a verdict on those charges was possible, she ordered them to continue deliberations. They were to meet again Thursday.

At the heart of the case is whether the six officials broke the law by paying themselves annual salaries of up to $100,000 to govern only part-time in the city of 36,000 people where one in four residents live below the poverty line.

An audit by the state controller's office found the city had illegally raised property taxes, business license fees and other sources of revenue to pay the salaries. The office ordered the money repaid, which for a time put Bell in danger of filing for bankruptcy.

The defendants, many of whom took the witness stand during the trial, insisted they earned their salaries by working around the clock to help residents. Their lawyers blamed Bell's disgraced former city manager, Robert Rizzo, for creating the fiscal mess.

City records have revealed that Rizzo had an annual salary and compensation package worth $1.5 million, making him one of the highest paid administrators in the country.

His salary alone was about $800,000 a year ? double that of the president of the United States.

To fund salaries of officials, Rizzo masterminded a scheme to loot Bell's treasury of $5.5 million, prosecutors said.

Witnesses at the trial of the former council members depicted Rizzo as a micro-manager who convinced the city's elected officials that they too deserved huge salaries.

He was said to have manipulated council members into signing major financial documents, particularly Hernandez who does not read English and, according to his lawyer, was often unaware of what he was signing.

After the scandal was disclosed, thousands of Bell residents protested at City Council meetings and staged a successful recall election to throw out the entire council and elect new leaders.

Current Mayor Ali Saleh, a leader of the recall, hailed the guilty verdicts on Wednesday but said residents won't be truly satisfied until Rizzo and Spaccia are tried.

"Our community will rest when the legal process has come full circle and justice has been served," he said.

Denisse Rodarte, 31, a longtime Bell resident who was also involved in launching the recall, stood outside Bell City Hall later Wednesday holding a sign that read "Rizzo is next."

"To finally have a court say they are guilty, it's like 'Yeah, we were right, we've been saying this all along,'" Rodarte said.

Hernandez, whose family members wept after the verdicts, was convicted of five counts of misappropriating public funds, as were Jacobo and Mirabal. Bello was convicted of four of the same charges and Cole of two.

Prosecutors declined to comment on possible sentences for the defendants until all the charges have been resolved.

Prosecutors brought an extensive, complicated case against all six defendants.

The jury had deliberated since Feb. 28 after one member of a previous panel was replaced and the judge told the reconstituted group of 12 to start over.

The defendants' lawyers told jurors their clients had no idea what Rizzo was doing or that what they were doing was illegal.

Jacobo testified that when Rizzo told her that he was increasing her salary enough that she could quit her job selling real estate, she asked the former city attorney if that was legal and he assured her it was.

Hernandez's lawyer said the once popular mayor, who ran a small grocery store in Bell, was unschooled and not one who understood the city's finances.

"We elect people who have a good heart. Someone who can listen to your problems and look you in the eye," attorney Stanley Friedman had told jurors.

Al-Qaida in Iraq claims wave of attacks

BAGHDAD (AP) ? An al-Qaida-affiliated group in Iraq claimed responsibility on Wednesday for bloody attacks that killed dozens of people across the country a day earlier.

In a statement posted on a militant website, the Islamic State of Iraq said the car bombs and other explosions came to avenge the executions and "massacres" of convicted Sunni inmates held in Iraqi prisons.

Most of the nearly 20 attacks on Tuesday, the eve of the 10th anniversary of the 2003 U.S.-led invasion, targeted Shiite areas in Baghdad.

They killed 65 and wounded more than 200, demonstrating in stark terms how dangerously divided Iraq remains more than a year after American troops withdrew.

The al-Qaida statement warned the Shiite-led government to stop executing Sunni prisoners or "expect more bad events ... and seas of blood."

"What has reached you on Tuesday was the first drop of rain, and a first phase ... that will be followed by more revenge," it said.

Also on Wednesday police said a car bomb exploded during rush hour in eastern Baghdad, killing two civilians and wounding four.

A medical official in a nearby hospital confirmed the casualty figures. All spoke on condition of anonymity as they were not authorized to release information.

Violence has ebbed sharply since the height of insurgency, but militants are still able to stage high-profile lethal attacks.

Vince McMahon once challenged Dana White to a pro wrestling match for Wrestlemania

MMA and professional wrestling share plenty of fans. After all, it was the WWE's lead-in to "The Ultimate Fighter" years ago that helped make the show a success on Spike. Brock Lesnar was a huge star in pro wrestling before becoming the UFC heavyweight champion. After losing his belt and retiring from MMA, he went back to WWE. But could even the most ardent fans of both sports couldn't expect to see the executives of the UFC and WWE take each other on, right?

Well, according to UFC president Dana White, he was once challenged to a match by WWE chairman Vince McMahon.

"Vince is too old, which he won't think he is and he'll go crazy," White said during an interview with Canada's RDS. "He wanted to do that one time. Vince wanted to fight me. Swear to God, he called me up and said, `Let's do it. We can either do it in the UFC or let's do it at WrestleMania.' And I said, `You are crazy. I always said I respect Vince and I'll say it again. I respect Vince very much, but Vince is too old to be fighting."

MMA Fighting says this happened in 2010, when McMahon was 65 and White was 41. McMahon was ready to make the headline event of Wrestlemania 27 a staged or real match between him and White. But White didn't ever entertain the idea.

"I laughed and said, 'You're crazy, you're out of your mind,' White said on Fuel TV. "In the interview (the night before), I said Vince was too old. We're both too old. I'm too old, too, just for the record."

Obama nominates Tom Perez as secretary of labor

WASHINGTON (Reuters) - President Barack Obama on Monday nominated Tom Perez, head of the Justice Department's Civil Rights Division, as labor secretary, a Cabinet member who will play a key role in the administration's efforts to raise the minimum wage and reform immigration laws.

Perez is the only Latino nominated to Obama's second-term Cabinet so far. The Harvard-educated civil rights attorney is expected to face opposition from some Republican senators who say he has been too aggressive on certain immigration issues, and too political.

Obama urged the Senate to quickly confirm Perez, who he said would be an integral part of his economic team.

Perez, the son of immigrants from the Dominican Republic, helped pay for college by working as a garbage collector and in a warehouse, said Obama, who described Perez's career as exemplifying the American success story.

"If you're willing to work hard, it doesn't matter who you are, where you come from, what your last name is - you can make it if you try," Obama said. "Tom's made protecting that promise for everybody the cause of his life."

Perez's nomination was championed by Hispanic groups, which have pushed for more representation in the Cabinet.

Perez made brief remarks in Spanish and English at the event, which was attended by top union leader Richard Trumka of the AFL-CIO labor federation and Benjamin Todd Jealous, head of the NAACP, the nation's largest civil rights group, among others.

Perez said he looked forward to meeting with senators from both parties.

But Perez is expected to face tough scrutiny from Republicans like Senator Jeff Sessions of Alabama, who called Perez "the wrong man for this job" and criticized him for being too aggressive helping undocumented immigrants find work as part of an advocacy group called Casa de Maryland.

"His views on illegal immigration are far outside the mainstream," Sessions said in a statement.

Senator Chuck Grassley of Iowa, the top Republican on the Senate Judiciary Committee, has also expressed concerns.

But Democratic Senator Patrick Leahy, head of the Judiciary Committee, called Perez a "fierce defender of workers' rights" who is "uniquely suited" for the job and should be confirmed.

The actor and comedian was diagnosed before Christmas and has since had the cancer removed.

In a statement, Riley said the cancer was discovered during a yearly breast check.

"The cancer has been found early and is treatable and for that I feel lucky and grateful. I am being looked after by an amazing medical team." the statement said.

News Limited publications are also reporting that she is preparing for additional treatment to guarantee a full recovery.

She also urged women to have regular breast checks so any cancers could be detected early.

"So ladies, get your breasts checked out. Preferably by a health professional," the statement said.

Envisioning Center offers look at future, Microsoft-style

Put a skillet on your stove as you prepare to make a stir-fry, and an interactive chef on the big screen in your kitchen tells you a wok would probably work better.

Take a sketch of something you?ve been drawing on your tablet, and swipe it over to a large digital screen that doubles as your work surface. Then get that sketch to appear on a huge wall screen so that you and a co-worker halfway around the world can work on the sketch simultaneously.

Those are some of the scenarios Microsoft says could happen in the next five to 10 years ? and has brought to life now in its new Envisioning Center, which opened this month.

For nearly 20 years, Microsoft has had the Microsoft Home (also referred to as ?Home of the Future?) in a building on its Redmond campus. In that facility, Microsoft replicates a home outfitted with technologies that it thinks will be in use five to 10 years in the future.

Since 2002, Microsoft?s Office division has had a similar futuristic workplace that includes productivity technologies.

Now Microsoft has combined the two to form the Envisioning Center, a completely revamped home and office of the future, complete with a ?third place? area meant to represent spaces such as retail stores and restaurants.

It?s like a concept car, said Jonathan Cluts, Microsoft?s director of strategic prototyping. Not every single thing will come to be in five or 10 years, but ?we?re going to show you a future that we believe in, that we are investing in.?

Microsoft won?t disclose the square footage of the Envisioning Center, but it sits in the space formerly occupied by the old home and office, located on the second floor of the company?s Executive Briefing Center. Like its predecessors, it is not open to the public. Rather, it?s designed to give visiting customers and dignitaries a sense of where the company is headed, and to help some Microsoft employees think through products and services they?re developing.

On a recent tour, Cluts and Anton Andrews, Microsoft?s director of Office envisioning, showed off the new digs, which were created with Olson Kundig Architects and design firm NBBJ.

The new center features more open, flexible spaces than the former ?home? and centers on the themes of bringing people together, making people smarter, and using natural gestures, speech and touch to do things.

The new center also offers a clearer, more focused picture of how Microsoft is integrating the work of its various divisions and how that integration can play out as the company evolves from providing strictly software to providing devices and services.

Kinect motion- and voice-sensing technology is everywhere. So are huge, multi-touch screens from Perceptive Pixel, the company Microsoft acquired last year.

Technologies from Microsoft?s Online division and Server and Tools business are evident in everything from search results to relevant information that pop up in various contexts.

Open the door to the facility, and you?ll enter an open office space in which there are stations for individual work, brainstorming sessions and team collaboration.

Content on the ?team action wall? can change instantly, depending on the team or on the person who?s walking by the wall. A marketing person, for instance, would see a timeline of marketing decisions to be made, along with tools to help them make the decisions.

The ?third place? area includes a pop-up retail space in which a user can place a toy car on a screen to find out more about the toy by touching various areas of the car. The setup then allows the toy to be sent as a gift.

In the home area, there?s a big window that can become a giant display screen; a kitchen with a digital whiteboard that can, for instance, display each family member?s calendar or an interactive chef that can be called up to guide you through making dinner.

The new center is built around Microsoft?s investments in three main technological areas, said Craig Mundie, senior adviser to Microsoft CEO Steve Ballmer and a former chief research and strategy officer at the company:

???Big data: the ability to synthesize huge amounts of data to produce information that?s useful to the user.

???Natural user interface, in which people use natural motions such as talking or gesturing to interact with computers.

???Machine learning: teaching computers how to see, listen, translate and do other tasks.

Arturia iMini (for iPad)


When Moog Music released its excellent Animoog iPad app last year, many synthesizer enthusiasts were excited?including me, who awarded it four stars in our PCMag review. However, while Animoog sounds great, it's not really a proper Moog synthesizer emulation. Arturia, venerable purveyors of virtual versions of various Moog models over the years, has now released a "real" virtual Minimoog?beating Moog itself to the punch. Fortunately, it's a killer synth app?and at just $9.99 (direct), it's also a solid value and a clear Editors' Choice.

Concept, Features, and Interface
Arturia says iMini is based on the same emulation engine as its much more expensive Mini V plug-in virtual instrument for desktop digital audio workstations. The emulated model in question is a 1971 Minimoog D monosynth?complete with its trademark three oscillators and 24dB-per-octave filter. That said, this is no straight Minimoog emulation either, although unlike Animoog, iMini can totally be one. For starters, there's a switchable polyphonic mode, so you can play several notes at once if you want. There are also built-in chorus and delay effects, plus glide, legato, and even a "mode" mode (har) that lets you set the keyboard to 26 different scales and modes.

Unlike the original Minimoog, of course, iMini comes with preset memory. That's been a given in the synthesizer world for several decades. Remember how some rock bands bought additional Minimoogs with the knobs taped to the exact sound they wanted, since the original didn't have any patch memory? Arturia iMini comes with hundreds of inspiring preset sounds, plus an arpeggiator with two latch modes, and Animoog-like X and Y on-screen touchpads, which you can access on a separate screen (more on that later). You can also sync the app to external tempo clocks and even use it on top of other iPad apps like Korg iPolySix, or even multiple instances of iMini.

The main screen is a rather well rendered representation of what an actual Minimoog would look like, if it were shoehorned into the confines of an iPad display. Across the top of the home screen are three UI modes: Main, Perform, and FX. The Perform screen lets you adjust four different parameters in real time using two on-screen pads. Tap the little Settings gear icon above each, and a smaller version of the iMini panel pops up letting you assign specific dials to each axis (X or Y) on each pad.

Synchronization, Performance, and Conclusions
Tap Connect at the top right corner, and a menu bar will appear offering various synchronization options. A Bluetooth icon called "WIST" (for Wireless Sync-Start Technology) lets you sync up with other WIST-compatible apps like Korg iPolySix and Propellerhead Figure; the program pops up a list of several dozen, along with iTunes Store links for each. You can also set the global tempo in beats per minute, activate a MIDI connection using an IK Multimedia iRig MIDI, Samson Carbon 49, or similar controller, or use Tabletop to stack iMini on top of other iPad app instruments.

So that's the basic idea, but how does iMini sound? If you've been paying attention, you know the iPad is already capable of serious synthesizer goodness. Patches are organized into banks, followed by categories (pads, leads, and so on), and then individual sounds. I immediately went to work checking out the presets and twirling on-screen knobs with abandon. No matter what I tried, Arturia iMini sounds like the real deal?full, fat, and warm, with smooth pads, cutting leads, and incredibly huge bass sounds. You can fatten the sound further with the fully adjustable chorus and delay effects, and spinning the various on-screen knobs lets you modify the sound in the direct way the Minimoog was famous for.

There's no built-in audio or MIDI recorder, though. You'll need to use another app to record what iMini outputs, which is still a bit of a clumsy process, even with iMini's various synchronization methods. But that's more of a global issue with iOS; iMini gives you several options as detailed above, but none are ideal and sometimes result in glitches and lost track recordings.

If you want a less expensive app, BeepStreet Sunrizer (for iPad), our previous Editors' Choice for iPad synthesizers, sounds great, although its price went up to $9.99, which is the same as iMini. Sunrizer sounds excellent and even features a Roland JP-8000-like SuperSaw patch, but Sunrizer is more a digital synthesizer emulation and isn't quite as warm and fat as Arturia iMini. Animoog is more like a Minimoog-for-the-21st-century, reimagined for the iPad, but at $29.99 it's more expensive than most iPad apps?although still a killer value when compared with the four-digit sums Moog charges for its various actual physical synthesizers these days. Overall, Arturia iMini does exactly what it's supposed to do. Forty years on, it's a fantastic-sounding recreation of the first popular analog synthesizer and a clear Editors' Choice.

Consumer prices soar, but inflation is in check

U.S. consumer prices recorded their largest increase in nearly four years in February as the cost of gasoline surged, but details of the report on Friday showed no sign of a pickup in inflation to trouble the Federal Reserve.

The Labor Department said its consumer price index, increased 0.7 percent last month, the largest gain since June 2009, after being flat in January. Gasoline accounted for about three quarters of the spike in consumer inflation.

Economists polled by Reuters had expected the CPI to advance 0.5 percent.

In the 12-months through February, consumer prices rose 2.0 percent, the largest gain since October. They had increased 1.6 percent in January.

Fed officials are likely to dismiss the gasoline-driven jump in price pressures as temporary when they meet next week to evaluate the economy.

Gasoline rose 9.1 percent, the largest gain since June 2009, after falling 3.0 percent in January. Gas prices at the pump, however, have declined in the past two weeks.

Excluding food and energy, consumer prices rose 0.2 percent slowing from January's 0.3 percent advance.

The generally benign underlying price pressures should give the U.S. central bank scope to keep pumping money into the economy, despite signs of improvement in labor market conditions.

The Fed last year embarked on an open-ended bond buying program and said it would keep it up until it saw a substantial improvement in the outlook for the labor market. It hopes the purchases will drive down borrowing costs.

In the 12 months through February, so-called core CPI increased 2.0 percent, also the largest increase since October, after rising 1.9 percent in January.

Last month, food prices edged up 0.1 percent after being flat in January. There is still no sign of a pass-through from last summer's drought.

Housing costs maintained their steady rise. Owners' equivalent rent, which accounts for about a third of the core CPI, rose 0.2 percent after a similar gain in January.

Apparel prices fell 0.1 percent after increasing 0.8 percent in January. New motor vehicle prices fell 0.3 percent after gaining 0.1 percent the prior month.

Prices for used cars and trucks rose for a second straight month.
