Represent! : Prop 32 puts union power in the spotlight | 89.3 KPCC

Alice Walton

California Unions have mobilized tens of thousands of members to phone voters to urge a no vote on Prop 32.

California allows unions and corporations to donate directly to a candidate for state or local office, or to a committee for that candidate.? Proposition 32 would ban the practice. It would also ban the use of union payroll deductions for political contributions. It?s that last part of the measure that has mobilized unions to fight the measure?and made it the most expensive proposition battle in this year?s election.

Former State Senator Gloria Romero is advocating for Prop 32. The L.A. Democrat says her seven years as majority leader opened her eyes to the power of special interest dollars. ?I served in the legislature, I rose to a leadership position, I?ve sat in many of those backrooms," Romero recalls. "Basically, I?ve seen it all.?

What Romero saw was the political access money buys and how it can kill legislation.? Like the time she tried to pass a five-cent sales tax on beer to help fund trauma centers.

?My office was flooded with lobbyists from wine and alcohol,"?Romero says.?"Let me just say that trauma care centers today, sadly, are still struggling to stay in existence.?

Romero says she also saw public employee unions stifle changes to sentencing reform and teacher evaluations.?

She says Democrats have been tied at the hip with California unions for too long and Prop 32 would break that bond.

The measure bans corporations and unions from contributing directly to the campaigns of state and local politicians.? It also bans both from using payroll deductions to make political donations.

?It says it?s about removing special interest money from elections. That seems like a noble goal,? says UC Berkeley professor Harley Shaiken, who specializes in labor issues. ?What it is, is special interest money seeking to gut the power of unions in the political process.?

If it seems incongruous that corporations would support a measure that limits their influence, it?s because they, as well as unions, would still be able to contribute unlimited amounts of money through independent expenditures ? spending that?s not coordinated directly with a candidate or a related committee. That?s how political action committees work.

Bob Stern, former president of the Center for Governmental Studies, says Prop 32?s main effect is its ban on payroll deductions for political purposes ? the main way unions raise money.? Stern believes without that practice, unions could see a 70 percent drop in funds.

?It will undercut their ability to participate in elections through money and really reduce the amount of money they?re able to take in from union members," Stern says. ?"And obviously business interests are really very supportive of it.?

The nonpartisan political money tracker, MapLight, tallied nearly $60 million raised for the Yes on Prop 32 campaign. Most of that is from billionaire Charles T. Munger Jr.,? and Americans for Responsible Leadership. The Arizona non-profit?s $11 million donation is the focus of legal wrangling on whether the group is violating disclosure laws.

The California Teachers Association and other major unions have raised even more money ? $68 million ? to defeat Prop 32. Unions have also mobilized tens of thousands of members to call voters.

They frame Prop 32 as a choice between corporate interests and worker?s rights. Steve Williams, who heads the union for workers at the Metropolitan Water District, says that how he sees it:

?There are some corporations that take care of their employees, but?a lot of corporations do things for profit and it?s not for the good of their workers.? So that?s what we?re trying, to keep that balance, and not just turn middle class working conditions over to corporate America.?

Pollster Dan Schnur, with the Jesse Unruh Institute of Politics at USC, says voters appear to be swayed by the ?no? argument:

?Even while California voters do not like the idea of large amounts of special interest money in elections, they?re also buying into the opposition argument that this particular initiative doesn?t affect both sides of the debate equally.??

The latest Field Poll has Prop 32 trailing by 16 points.

New malware could allow SMS phishing, sideloaders beware

SMS

Researchers at NC State University have discovered a new bug in current versions of Android that would allow malware to spoof the sender of an SMS message. The exploit works on Gingerbread, Ice Cream Sandwich, and Jelly Bean, Google has been made aware of the issue and will be releasing a security patch.

In the meantime, the team at NC State says they won't be releasing all the specifics of how it's done, but chances are someone will find it now that they know what to look for and what version changes to inspect. This means it's important that you trust any applications you plan on sideloading onto your Android device. Of course, users who pick up a Nexus 4 with the built-in sideload scanner are covered.

The bigger issue, as always, is how long it will take OEMs and carriers to push any fix out to their existing phones. Unfortunately, the answer is either "a long time" or never, so it's up to you to be vigilant. If you get an SMS message from your bank, or school, or anyone who asks for personal or login details, tap the phone icon and call them just to be on the safe side.

Saturn moon Titan glows in the dark

Saturn's giant moon Titan glows in the dark like an enormous neon sign, a new study shows.

NASA's Cassini spacecraft has spotted a glow emanating from Titan ? not just from the top of the moon's atmosphere, but also from deep within its nitrogen-rich haze.

"This is exciting because we've never seen this at Titan before," study lead author Robert West, a Cassini imaging team scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif., said in a statement. "It tells us that we don't know all there is to know about Titan and makes it even more mysterious."

Titan's homegrown light is exceedingly faint, with an estimated power of a millionth of a watt. An intrepid explorer ballooning through the moon's atmosphere would not be able to see it, researchers said. [ Amazing Titan Photos: Saturn's Largest Moon ]

Cassini spotted the glow by snapping 560-second-long exposures back in 2009. Titan was passing through Saturn's shadow when the photos were taken, so scientists are confident that the light they're seeing originates from the moon itself.

This light, known as airglow, is generated when atmospheric molecules are excited by sunlight or electrically charged particles, researchers said.

"It's a little like a neon sign, where electrons generated by electrical power bang into neon atoms and cause them to glow," West said. "Here we're looking at light emitted when charged particles bang into nitrogen molecules in Titan's atmosphere."

The Cassini team expected to see a glow high in Titan's atmosphere, above 400 miles (700 kilometers) or so. At such altitudes, charged particles from the magnetic bubble around Saturn strip electrons from molecules in the moon's air.

Researchers did indeed see weak emissions at such heights. But they also observed a glow from deeper in the atmosphere ? around 190 miles (300 km) ? which came as a surprise.

The luminescence originates too far down to be caused by excitation of atmospheric molecules by charged solar particles, researchers said. Their best guess is that the glow is produced by deep-penetrating cosmic rays or by light emitted by a chemical reaction deep in Titan's atmosphere.

Researchers know that Titan's haze harbors all sorts of interesting chemicals, including organic compounds ? the carbon-containing building blocks of life as we know it. The moon's glow could help shed light on how these molecules are interacting.

"Scientists want to know what galvanizes the chemical reactions forming the heavy molecules that develop into Titan's thick haze of organic chemicals," said Cassini project scientist Linda Spilker, also at the Jet Propulsion Lab. "This kind of work helps us understand what kind of organic chemistry could have existed on an early Earth."

Jupiter, a month away from opposition on Dec. 2, will also be rising a few hours past sunset. The result will be a conjunction: a close encounter between two astronomical bodies.

Venus' nightside atmosphere also produces a glow, which is known as the Ashen light. Some scientists speculate that lightning on Venus is responsible. Cassini has detected lightning in Saturn's atmosphere, but it has yet to observe any bolts at Titan, which at 3,200 miles (5,150 km) wide is Saturn's largest moon. The Cassini team will keep looking as it tries to nail down the cause of the moon's mysterious glow.

The new study will be published in an upcoming issue of the journal Geophysical Research Letters.

Animals learn to fine-tune their sniffs

ScienceDaily (Oct. 30, 2012) ? Animals use their noses to focus their sense of smell, much the same way that humans focus their eyes, new research at the University of Chicago shows.

A research team studying rats found that animals adjust their sense of smell through sniffing techniques that bring scents to receptors in different parts of the nose. The sniffing patterns changed according to what kind of substance the rats were attempting to detect.

The sense of smell is particularly important for many animals, as they need it to detect predators and to search out food. "Dogs, for instance, are quite dependent on their sense of smell," said study author Leslie Kay, associate professor of psychology and director of the Institute for Mind & Biology at the University of Chicago. "But there are many chemicals in the smells they detect, so detecting the one that might be from a predator or an explosive, for instance, is a complex process."

Kay was joined in writing the paper by Daniel Rojas-L?bano, a postdoctoral scholar at the University of Chile in Santiago, who received his PhD from UChicago in 2011. Rojas-L?bano, who did the work as a doctoral scholar, was the first author on the publication. Their results are published in an article, "Interplay Between Sniffing and Odorant Properties in the Rat," in the current issue of the Journal of Neuroscience.

Scholars have hypothesized that animals may be able to focus sniffing, just as humans focus their sight to detect a target, like the face of a friend, in a crowd. Humans are also known to be able to adjust their ability to detect specific odors with practice when cooking or sampling wine, for instance.

Kay and Rojas-Libano drew from two ideas proposed by other scholars to test whether animals can focus their sniffs.

In one set of findings, researchers had shown that the nose can act like a gas chromatograph (a device that separates chemicals in complex blends like flower scents), absorbing substances for different times depending on how readily they interact with the water-based mucus on the sensory receptors in the nose. Odorants that have high "sorption values" are easily absorbed into the mucus, while odors that do not absorb easily into water have lower sorption values.

The other finding crucial to the current work was the discovery that changes in the airflow rates of scents entering the nose can change which odors the nose readily detects. Different parts of the nose have different airflows, and classes of receptors suited to detecting specific odors. Researchers had speculated that animals might be able to change airflow to target specific odors in a blend of chemicals, like focusing on smelling a particular scent in a perfume.

But until the publication of the paper by Kay and Rojas-L?bano, no one had been able to test the ideas that arose from those earlier findings.

"Daniel devised an excellent experiment to test these hypotheses," Kay explained. Rojas-L?bano trained rats to detect a specific odor by rewarding them with a sugar pellet when they had detected a target odor and responded correctly. Electrodes attached to the rats' diaphragm muscles measured the rate at which they were taking in air. He then tested the animals with many mixtures of two chemicals to see if they could pick out those containing the target scent.

The rats were successful in making the distinctions, regardless of which type of odor they were seeking. But the rats learned to look for a highly absorbent odor much more quickly than the rats learning to detect a less absorbent odor. The rats also inhaled differently, depending on which type of odor they were detecting. The animals inhaled for a longer time when they were learning to detect the low-absorbing odor, and then reduced flow rates once they had learned to detect the odor, researchers determined.

"What was happening was that the air was moving through the nose at a slower rate and targeting those parts of the nasal epithelium that are further along in the pathway -- those more likely to pick up the low-absorbent odors," Kay said.

For highly absorbent odors, the animals inhaled more quickly because the parts of the nasal cavity that are sensitive to those smells are closer to the start of the nose's air pathway.

"I think one of the most interesting aspects of these experiments is the finding of the difference in difficulty the rats displayed to detect different targets from the same set of mixtures," Rojas-L?bano said. "This shows that there is more to olfaction than just receptor types and combinations. If detection was solely based on chemical-receptor interactions (as people seem to assume quite often), performance levels should have been more similar between the groups of rats. The physical properties of the odors matter a lot, and so does the type of sniff that an individual uses to smell the odors."

The project was supported with a grant from the National Institute on Deafness and Other Communication Disorders.
