Flood worries and some relief in Irene's wake (AP)

NEW YORK ? Stripped of hurricane rank, Tropical Storm Irene spent the last of its fury Sunday, leaving treacherous flooding and millions without power ? but an unfazed New York and relief that it was nothing like the nightmare authorities feared.

Slowly, the East Coast surveyed the damage, up to $7 billion by one private estimate, and worried of danger still lurking: the possibility of rivers and streams swelling with rainwater and overflowing over the next few days.

"This is not over," President Barack Obama said from the Rose Garden.

Meanwhile, the nation's most populous region looked to a new week and the arduous process of getting back to normal.

New York lifted its evacuation order for 370,000 people and said it hoped to have its subway, shut down for the first time by a natural disaster, rolling again Monday, though maybe not in time for the morning commute. Philadelphia restarted its trains and buses.

"All in all," New York Mayor Michael Bloomberg said, "we are in pretty good shape."

At least 19 people died in the storm, most of them when trees crashed through roofs or onto cars.

The main New York power company, Consolidated Edison, didn't have to go through with a plan to cut electricity to lower Manhattan to protect its equipment. Engineers had worried that salty seawater would damage the wiring.

And two pillars of the neighborhood came through the storm just fine: The New York Stock Exchange said it would be open for business on Monday, and the Sept. 11 memorial at the World Trade Center site didn't lose a single tree.

The center of Irene passed over Central Park at midmorning with the storm packing 65 mph winds. By evening, with its giant figure-six shape brushing over New England and drifting east, it was down to 50 mph. It was expected to drift into Canada later Sunday or early Monday.

"Just another storm," said Scott Beller, who was at a Lowe's hardware store in the Long Island hamlet of Centereach, looking for a generator because his power was out.

The Northeast was spared the urban nightmare some had worried about ? crippled infrastructure, stranded people and windows blown out of skyscrapers. Early assessments showed "it wasn't as bad as we thought it would be," New Jersey Gov. Chris Christie said.

Later in the day, the extent of the damage became clearer. Flood waters were rising across New Jersey, closing side streets and major highways including the New Jersey Turnpike and Interstate 295. In Essex County, authorities used a five-ton truck to ferry people away from their homes as the Passaic River neared its expected crest Sunday night.

Twenty homes on Long Island Sound in Connecticut were destroyed by churning surf. The torrential rain chased hundreds of people in upstate New York from their homes and washed out 137 miles of the state's main highway.

In Massachusetts, the National Guard had to help people evacuate. The ski resort town of Wilmington, Vt., was flooded, but nobody could get to it because both state roads leading there were underwater.

"This is the worst I've ever seen in Vermont," said Mike O'Neil, the state emergency management director.

Rivers roared in New Jersey and Pennsylvania. In the Hudson Valley town of New Paltz, N.Y., so many people were gathering to watch a rising river that authorities banned alcohol sales and ordered people inside. And in Rhode Island, which has a geography thick with bays, inlets and shoreline, authorities were worried about coastal flooding at evening high tide.

The entire Northeast has been drenched this summer with what has seemed like relentless rain, saturating the ground and raising the risk of flooding, even after the storm passes altogether.

The storm system knocked out power for 4 1/2 million people along the Eastern Seaboard. Power companies were picking through uprooted trees and reconnecting lines in the South and had restored electricity to hundreds of thousands of people by Sunday afternoon.

Under its first hurricane warning in a quarter-century, New York took extraordinary precautions. There were sandbags on Wall Street, tarps over subway grates and plywood on storefront windows.

The subway stopped rolling. Broadway and baseball were canceled.

With the worst of the storm over, hurricane experts assessed the preparations and concluded that, far from hyping the danger, authorities had done the right thing by being cautious.

Max Mayfield, former director of the National Hurricane Center, called it a textbook case.

"They knew they had to get people out early," he said. "I think absolutely lives were saved."

Mayfield credited government officials ? but also the meteorologists. Days before the storm ever touched American land, forecast models showed it passing more or less across New York City.

"I think the forecast itself was very good, and I think the preparations were also good," said Keith Seitter, director of the American Meteorological Society. "If this exact same storm had happened without the preparations that everyone had taken, there would have been pretty severe consequences."

In the storm's wake, hundreds of thousands of passengers still had to get where they were going. Airlines said about 9,000 flights were canceled. United, Continental, Delta and JetBlue said they planned to resume service into and out of New York on Monday, and in Boston on Monday. Philadelphia International Airport was reopening Sunday afternoon, but there were no departures scheduled yet and only a few arrivals.

In the South, authorities still were not sure how much damage had been done. North Carolina Gov. Beverly Perdue said some parts of her state were unreachable. TV footage showed downed trees, toppled utility poles and power lines and mangled awnings.

Virginia Gov. Bob McDonnell had initially warned that Irene could be a "catastrophic" monster with record storm surges of up to 8 feet. But the mayor Virginia Beach, Va., suggested on Twitter that the damage was not as bad as feared, as did the mayor of Ocean City, Md.

One of two nuclear reactors at Calvert Cliffs, Md., automatically went offline because of high winds. Constellation Energy Nuclear Group said the plant was safe.

In New York, some cabs were up to their wheel wells in water, and water rushed over a marina near the New York Mercantile Exchange, where gold and oil are traded. But the flooding was not extensive.

"Whether we dodged a bullet or you look at it and said, `God smiled on us,' the bottom line is, I'm happy to report, there do not appear to be any deaths attributable to the storm," Bloomberg said.

New York officials could not pinpoint when the trains would run again but warned that the Monday commute would be rough. The New York subway carries 5 million riders on an average weekday.

The casinos of Atlantic City, N.J., planned to reopen Monday at noon after state officials checked the integrity of the games, made sure the surveillance cameras work, and brought cash back into the cages under state supervision. All 11 casinos shut down for the storm, only the third time that has happened.

In Philadelphia, the mayor lifted the city's first state of emergency since 1986. The storm was blamed for the collapses of seven buildings, but no one was hurt and everyone was accounted for. People kept their eyes on the rivers. The Schuylkill was expected to reach 15 feet.

The 19 deaths attributed to the storm included five in North Carolina, four in Virginia, three in Pennsylvania, two in New York, two in rough surf in Florida and one each in Connecticut, Maryland and New Jersey.

In an early estimate, consulting firm Kinetic Analysis Corp. figured total losses from the storm at $7 billion, with insured losses of $2 billion to $3 billion. The storm will take a bite out of Labor Day tourist business from the Outer Banks to the Jersey Shore to Cape Cod.

Irene was the first hurricane to make landfall in the continental United States since 2008, and came almost six years to the day after Katrina ravaged New Orleans on Aug. 29, 2005.

As the East Coast cleans up, it can't afford to get too comfortable. Off the coast of Africa is a batch of clouds that computer models say will probably threaten the East Coast 10 days from now, Mayfield said. The hurricane center gave it a 40 percent chance of becoming a named storm over the next two days.

"Folks on the East Coast are going to get very nervous again," Mayfield said.

(AP) ? Republican presidential candidate Michele Bachmann said Sunday that she would consider oil and natural gas drilling in the Everglades if it can be done without harming the environment.

Bachman said the United States needs to tap into all of its energy resources no matter where they exist if it can be done responsibly.

"The United States needs to be less dependent on foreign sources of energy and more dependent upon American resourcefulness. Whether that is in the Everglades, or whether that is in the eastern Gulf region, or whether that's in North Dakota, we need to go where the energy is," she said. "Of course it needs to be done responsibly. If we can't responsibly access energy in the Everglades then we shouldn't do it."

In 2002, the federal government at the urging of President George W. Bush bought back oil and gas drilling rights in the Everglades for $120 million. Bachmann, who wants to get rid of the federal Environmental Protection Agency, said she would rely on experts to determine whether drilling can be done without harming the environment.

"No one wants to hurt or contaminate the earth. ... We don't want to harm our water, our ecosystems or the air. That is a minimum bar," she said.

"From there, though, that doesn't mean that the two have to be mutually exclusive. We can protect the environment and do so responsibly, but we can also protect the environment and not kill jobs in America and not deny ourselves access to the energy resources that America's been so blessed with."

The Minnesota congresswoman, who is seeking the GOP nomination to challenge President Barack Obama in 2012, is on a four-day swing through Florida, ending Monday in Miami.

At each stop she has said she wants to eliminate the "job-killing" EPA. She elaborated on the idea in an interview after rallying hundreds of enthusiastic supporters in Sarasota.

"We do have EPA's in each of the 50 states and I think that it's up to the states," she said. "The states have the right to develop their own environmental protections and regulations, as they all have."

She said she recognizes there is a federal role when environmental issues cross borders, but she added that a big problem with the EPA now is that it does not consider job creation or job losses as part of its role in enforcing regulations. She said the regulations it does have prevent businesses from being able to reasonably create a profit.

"If we create a new department that is focused on conservation and get rid of the EPA, that would send a strong signal about what our priorities are. We believe in conservation, but I also believe at the same time that the EPA has overstepped its bounds," Bachmann said.

Among other topics, Bachmann said the stock market drop after this summer's debt ceiling compromise demonstrated disappointment that Washington had not taken more significant steps to reduce spending.

"We need to get our house in order fairly quickly," she said. "What you saw with the markets was the markets reacting to the fact that Washington, D.C., did nothing to get its house in order."

She also said she would consider Florida Sen. Marco Rubio, who took office earlier this year, as a running mate.

"Marco Rubio has the hallmarks of, I think, everything that a person would look for in a potential candidate. He's got so much going for him," Bachmann said, also naming South Carolina Sen. Jim DeMint as another possibility.

Chinese and Singaporean business travellers are the hardest ...

has revealed the findings of its Accor Asia Pacific Business Traveller Research 2011, which seeks to better understand the travel and behavioural preferences of business travellers based in Asia Pacific.


The survey interviewed over 10,000 respondents who made business trips in the first half of this year. Based on data collected, in terms of the most hardworking business travellers, research suggest that Chinese (82%) and Singaporean (82%) business travellers are the most diligent, working most often in the hotel when travelling on business. Overall, 75% business travellers in Asia Pacific work at the hotel, with 97% of them working from their guest room, rather than the hotel cafe (17%), executive lounge (15%) or business centre (14%).


Hong Kong business travellers are trailblazers in terms of burning the midnight oil, with 14% of the executives based in Hong Kong working in the hotel between the hours of Midnight to 0600. However, the most popular time slot for work is from 21:00 to Midnight (52%).


The propensity to work can be seen from the fact that all markets consistantly rate the internet (Wi-Fi and wired internet in guest room and Wi-Fi in other locations in the hotel) as the hotel facilities / services most often used when travelling for business.


It?s not all work and no play
On the flip side, Indian business travellers (64%) are the most hardworking in the gym, followed by Australian business travellers at 55%. Executives from all other countries surveyed are also no slouches with more than 50% using the fitness centres at hotels, showing that they believe in the importance of maintaining a healthy lifestyle and working around their hectic schedule to order to do so. The only exception being the Chinese business travellers at 49%, however given their demanding travel volume and propensity to work in the hotel when not out doing external business ? they are probably too busy holed up working in the hotel with no time to gym as much as their fellow business travellers from other countries.


Continued strength in business travel anticipated for H2 2011


Based on data collected, Singapore (39%) and Hong Kong (38%) can expect to be the 2 most frequented destinations by business travellers for the second half of 2011. Both China (29%) and Thailand (29%) were ranked joint third.


In terms of destinations most frequently travelled to during the first half of the year, both Singapore and Hong Kong figure again, this time as joint firsts. 38% of respondents cited the two cities as places that they have travelled for business in H1 2011, reinforcing these two key cities as business gateways in Asia. Thailand (29%) marginally beat China (28%) to third (29%) on inbound business trips made in the first half of 2011.


In terms of country centric data, besides Singapore and Hong Kong, the other country in the Top 3 for the key Asia markets tended to be the closest geographical neighbor (eg. Australia for New Zealand business travellers and vice versa).


In terms of outbound travel, Asia Pacific based business travellers surveyed made an average of 6.3 trips in the first half of the year and this volume is anticipated to continue for the second half of the year (6.2 trips).


Executives from China (8.7 trips), India (7.3 trips), Singapore (7.1 trips) and Hong Kong SAR (6.8 trips) were the most frequent travellers in the first half of 2011. Moving into the second half of the year, business travellers from these countries still top the list, with only Singapore and India swapping positions as second and third.


Given the geographical size of some of the countries in our sample, some business travel took place within national borders. Perhaps unsurprisingly, Australia (34%), New Zealand (26%) and China (25%) had the highest incidence of domestic only business travel.


Location is ?King? (50%) in hotel choice for business travellers across all regions. Price competitiveness, previous positive hotel experience and hotel brand also figure strongly in the list. The Chinese are the only business travellers who have cited loyalty programmes as one of the 3 key influencers affecting hotel choice (Second highest factor after location).


Budget wise, business travellers in Asia Pacific have an average budget of US$121. Business travellers from Australia have the highest budget at US$158, second is Singapore (US$134) followed closely by Hong Kong (US$132).


The Rise of the Savvy Business Traveller

In terms of method for making bookings, online has dominated the reservation method with hotel branded websites (57%) and third party online agents (26%). The main reason for online bookings is cited as convenience (67%), the possibility of special offers (63%), instant confirmation (62%), ability to see the hotels? facilities (56%) and easier management of the booking process (52%). An interesting observation is that business travellers from India (62%), Indonesia (56%) and Singapore (53%) believe that hotel branded websites provide the most competitive rates, whereas New Zealanders (52%), Australia (50%) and Thailand (45%) believe that independent online travel sites are the most competitive.


The research also uncovered that 61% of business executives are more likely to choose a hotel that is more environmentally conscious and 59% are willing to pay a 10% premium (across all markets) to stay with a hotel with a superior environmental commitment to a similar standard hotel in the same location. This points to the growing environmental consciousness of executives, possibly brought about by the awareness of the carbon footprint contributed by business travel. It is however female business travellers who are more inclined to be enviornmentally conscious than the males (Female 66% to Male 60% in choosing a hotel above others, simply because it is more environmentally conscious).


Efficiency is key for Asia Pacific

From the findings, efficiency seems to be the overarching theme for executives on their business travels. The business travel starts with them booking directly with the hotel online (57%) versus 3rd parties travel websites. Asia Pacific?s business travellers surveyed also perceived the hotel branded website as having the most competitive rates. These findings point to them looking to achieve both effeciency as well as autonomy.


When choosing the hotel, the main factor is the location throughout all markets (50%), with price

competitiveness (25%) and previous experience with the hotel (28%) and/or the hotel brand (22%) also figuring strongly.


A large majority (75%) of Asia Pacific?s business travellers work in the hotel whilst travelling for business, especially during the hours of 21:00 to Midnight (52%). This could be due to the fact that they could be having their work related activities during in the day and catch up on work when they return to the hotel in the evening. Virtually all business travellers prefer to work in their guest room rather than in other areas of the hotel (executive lounge, cafe, lobby). This likely contributes to why Wi-Fi internet in guest room (85%) and Wired internet in guest room (77%) are cited as the top two facilities used in the hotel during their last hotel stay. Obama campaign launching voter drive program

WASHINGTON (AP) ? President Barack Obama's presidential campaign is creating a voter registration program aimed at boosting activity among his core supporters.

The organization, called Project Vote, will try to increase participation among Obama's core supporters from 2008, including young voters, seniors, blacks, Hispanics, American Indians and gays and lesbians.

Obama's campaign says the project will try to increase voter registration and a turnout among voters who have not voted at high rates in the past. It will also reach out to voters who have recently moved into a new state.

Obama officials have said a large turnout in 2008 helped Obama win the White House and it hopes to repeat that effort next year.

The government has increased the existing line of credit of Pakistan Railways to Rs2 billion through Pakistan State Oil (PSO).

According to a letter issued by Finance Division here on Saturday, this decision has been taken by keeping in view the financial constraints faced by Pakistan Railways.

Ministry of Railways, Pakistan State Oil, and Ministry of Petroleum and Natural Resources has been informed accordingly, says a statement issued by the Ministry of Finance here.

Study: Trained Dogs Able To Detect Lung Cancer | Etidbits.com

According to a new study, dogs may be able to detect cancer by the smell of a person?s breath. Two German shepherds, a Labrador retriever, and an Australian shepherd were used in a study where they each smelled test tubes containing breath samples from 220 patients, who may or may not been in the early stages of lung cancer.

The researchers collected breath samples from 110 people that were healthy, 60 with lung cancer, and 50 with chronic obstructive pulmonary disease (COPD).

The dogs were able to smell the presence of lung cancer after nine months of training and were able to correctly detect 71% of the samples. They also had a low rate of false positives, being able to identify that 93% of the samples that didn?t contain cancer. According to Time, the 71% rate is better than some of the imaging tests that doctors currently use to detect lung cancer.

?In the breath of patients with lung cancer, there are likely to be different chemicals to normal breath samples and the dogs? keen sense of smell can detect this difference at an early stage of the disease,? Thorsten Walles, the lead researcher in the study, said.

Lung cancer, mostly linked to smokers, is the third most common cancer in the United States behind prostate and breast cancer. The cancer is very hard to detect in its early stages and scientists have been working on alternate methods of early prevention, and many feel this may be a breakthrough.

The research was conducted by Schillerhohe Hospital in Germany and published in the European Respiratory Journal on August 18.

US undertaking case-by-case review on deportation

(AP) ? The Obama administration said Thursday it will allow many illegal immigrants facing deportation to stay in the United States and apply for work permits but will remove convicted criminals and those who might threaten national security or public safety.

That would mean case-by-case reviews of approximately 300,000 illegal immigrants facing possible deportation in federal immigration courts, Homeland Security Secretary Janet Napolitano said in announcing the policy change.

Advocates for an immigration overhaul have said the administration, by placing all illegal immigrants in the same category for deportation, has failed to live up to President Barack Obama's promise to deport only the "worst of the worst."

"From a law enforcement and public safety perspective, DHS enforcement resources must continue to be focused on our highest priorities," Napolitano wrote a group of senators supporting new immigration legislation. "Doing otherwise hinders our public safety mission, clogging immigration court dockets and diverting DHS enforcement resources away from the individuals who pose a threat to public safety."

The Associated Press obtained a copy of the letter.

Republicans complained that the new policy circumvents Congress.

"They have created a working group that appears to have the specific purpose of overruling, on a 'case-by-case' basis, an immigration court's final order of removal, or preventing that court from even issuing such an order," House Judiciary Committee Chairman Lamar Smith, a Republican from the border state of Texas, said in a statement.

"The Obama administration should enforce immigration laws, not look for ways to ignore them. The Obama administration should not pick and choose which laws to enforce. Administration officials should remember the oath of office they took to uphold the Constitution and the laws of the land."

Some states are rebelling against another administration effort to control illegal immigration known as Secure Communities. The program requires that when state and local law enforcers send criminal suspects' fingerprints to the FBI, the prints are run through an immigration database to determine the person's immigration status. States have argued that the program puts them in the position of policing immigration, which they consider a federal responsibility. Immigrant advocacy groups have complained that people who had not yet been convicted of crimes were being caught up in the system.

In June, the director of Immigration and Customs Enforcement, John Morton, sent a memo to agents outlining when and how they could use discretion in immigration cases. That guidance also covered those potentially subject to a legislative proposal, known as the DREAM Act, intended to give young illegal immigrants who go to college or serve in the U.S. military a chance at legal status.

Morton also suggested that agents consider how long someone has been in the United State, whether the person's spouse or children are U.S. citizens and whether the person has a criminal record.

If an immigrant whose case has been stayed commits a crime or other circumstances change, their case could be reopened.

The decision was welcome news for people who have already been ordered out of the country but are fighting to stay.

Julio Calderon, 21, a Florida college student and illegal immigrant from Honduras, has been fighting his deportation order since he was 16.

"It's an important step for the human rights of undocumented immigrants," Calderon said.

Democratic Sen. Dick Durbin, a longtime supporter of immigration overhaul and the DREAM Act, praised the policy change.

"These students are the future doctors, lawyers, teachers and, maybe, senators, who will make America stronger," Durbin said in an emailed statement. "We need to be doing all we can to keep these talented, dedicated, American students here, not wasting increasingly precious resources sending them away to countries they barely remember."

Republican Rep. Michael McCaul, also from Texas, said the Obama administration was implementing reforms "against the will of Congress and the majority of American people we represent."

Other Republicans have previously criticized the DREAM Act and other immigration legislation that would provide a path to legal status as amnesty. Els, Harrington chasing playoffs spots at Wyndham

GREENSBORO, N.C. (AP) ? If Jeff Quinney keeps this up, he might soon have a new PGA Tour card ? and a spot in the playoffs.

Quinney and Tommy Gainey shot 7-under 63s on Thursday to share the lead after one round in the Wyndham Championship.

Quinney had eight birdies, including five in a row early in his round, to start strong in his last chance to qualify for golf's postseason.

Gainey had five birdies and an eagle in matching his career-best round. Both players are chasing their first PGA Tour victory.

Stuart Appleby had a 64. Ten players ? Paul Casey, Carl Pettersson, Ernie Els, Jason Bohn, Jimmy Walker, Tim Herron, Lee Janzen, Jim Furyk, Vijay Singh and George McNeill ? shot 65s during another low-scoring day at Sedgefield Country Club.

Quinney arrived in 215th place in the FedEx Cup standings. A win ? and the 500 points that accompany it ? would put him in The Barclays.

"The only chance I get in the playoffs is probably winning this week, and coming with the attitude of 'all-in,'" Quinney said. "Basically, just push all your chips in, and this is what I got."

A year ago, a close-but-not-enough finish on this course left Quinney outside the playoff field. He wound up in 126th place, falling short of the postseason by three points.

He spent most of the first day of his return to the par-70 Sedgefield layout near the top of the leaderboard after his early flurry of birdies.

Starting on the back nine, Quinney birdied Nos. 12-16 to move to 5 under. After a bogey on No. 18, he added three more birdies on his final nine holes and closed by sticking his 140-yard approach shot within 3 feet and sinking that putt for his eighth birdie.

"It's my last chance, and don't hold back, try to get out of my own way," Quinney said.

Quinney, who has conditional status on the tour, is playing just his 11th tournament of the year.

"Once you do get in, you put a little pressure on yourself," Quinney said. "It's been frustrating. This is my first year I've been non-exempt for five years, and so I think you just expect it to be somewhere else, and it's a struggle mentally to fight that. I still got the game. I just need the opportunities and not to get in your own way and try to force things."

Gainey caught him during the afternoon, with four birdies and the eagle coming during the South Carolina native's front nine. He moved to 7 under with a birdie on the par-4 13th, but ran into trouble on No. 15 when he sent his tee shot into a creek and closed his round with five pars.

"I hit it terrible off the tee, hit my irons really good, made a lot of putts, but I left quite a few shots out there, so I've got to definitely work on the tee ball here, because it's starting to really frustrate me," Gainey said. "Any time you play and shoot 63 ... when you have no blemishes on a golf course like this ? or any golf course, for that matter ? it's a good day."

Gainey ? who's at No. 40 on the points list ? is safely in the playoff field.

Some others here this week aren't quite that secure.

Once again, the prevailing storyline was the list of players who came in search of a push into the playoffs. The Wyndham annually marks the final chance to crack the top 125 on the points list and qualify for the postseason, which starts next week in New Jersey.

Els, who arrived at No. 126, was part of a morning threesome of bubble players that also included No. 124 Cameron Beckman and No. 125 Camilo Villegas.

"I said to the guys, 'My playoffs started this week. If I don't play well this week, I'm not advancing,'" Els said. "Most of the other guys have four playoff events. I have five. I feel like I need to do well (to go to) The Barclays and keep going. It's hard not to think about it. There's quite a bit of pressure on us guys lower down the field. We need to perform well."

Fabian Gomez delivered the shot of the day ? a double eagle on the par-5 No. 15. His 5-wood shot from 250 yards out went into the hole on the fly for the tour's third albatross of the year.

And Furyk had two eagles in a span of four holes, his second multi-eagle round this year.

Indeed, low scores once again were the norm at the Donald Ross-designed course. Since the tournament moved back here in 2008, two of the three winners have finished at 20 under or better.

"My caddie said 5 under every day is sort of the goal," Casey said.
